تبحث هذه الدراسة عن دور هيئات الاحتساب في رعاية المصالح وبناء المجتمع، من خلال رقابتها الفاعلة لقيم المجتمع، ودعوتها إلى نشر الفضيلة ومحاربة الرزيلة، وتحقيق مقاصد الشرع بجلب المصالح وتكثيرها ودرء المفاسد وتقليلها، فهي التي تحفظ كيان المجتمع وتماسكه وأمنه، من خلال حرصها على شعيرة الأمر بالمعروف والنهي عن المنكر، باعتبارها من الوسائل الدعوية الفاعلة والمؤثرة في تقديم التوجيه والنصح والإرشاد، وتحريض الناس على فعل الخيرات، وترك الفساد والمنكرات، وتعتبر ضرورة من ضرورات الحياة المعاصرة، فالحياة لا تستقيم بدونها، لأنها وسيلة وغاية في وقت واحد، فهي وسيلة إلى ضبط واصلاح المجتمع واستقامته، وغاية تسعى إليها كل مؤسسة مجتمعية، بل كل فرد من أفراد المجتمع، فهيئات الاحتساب والرقابة طريق لجلب المصالح ودرء المفاسد، لأنها تحافظ على الدين بإقامة شعائره، وتحقق الوحدة والأمن والسلام والطمأنينة للمجتمع، وتقضي على جميع ألوان الفساد، وتحقق العدل وتقي من الجريمة، وتحفظ الكرامة الانسانية، وترعى المصالح والقيم وتحفظ الاستقرار وتسهم في بناء المجتمع وتنميته وتطويره.
