ملخص
ليس العنف ظاهرة جديدة، إنما هو ظاهرة موجودة منذ نشأت المجتمعات البشرية، وتعد إحدى أهم المشكلات المعقدة التي ما زالت تواجهها المجتمعات طوال مراحل تطورها. وما نلمسه الآن هو أن هذه الظاهرة بفكرتها التقليدية لم تترك آثاراً أشد خطورة كما هو عليه الحال الآن، حيث تطورت مع ظهور أدوات تقنية المعلومات كجهاز الحاسوب والهاتف المحمول والأجهزة اللوحية وأجهزة الألعاب التفاعلية، وأيضاً شبكات الاتصالات كشبكة الإنترنت ومواقع التواصل الاجتماعي وشبكات الهواتف المحمولة، فقد أصبحنا بسببها أمام ما اصُطلح بشأنه العنف الإلكتروني الذي تمتد خطورته ليس على الإنسان نفسه أو على أمواله فحسب بل على أمن الدول واستقرار نظامها.
ومرد ذلك كله فقدان ضوابط الاستخدام السليم لتلك الأدوات والشبكات، وأيضاً فقدان القيم والمبادئ وغياب آليات الرقابة الحقيقية هذا من ناحية، والانفتاح التكنولوجي والرقمي على كافة الأمور المتعلقة بجوانب الحياة عبر تلك الأدوات من ناحية أخرى.
وتأتي هذه الدراسة لتسلط الضوء على مشكلة العنف الإلكتروني وتوضيح أبعادها الخطيرة والمستقبلية على النسق القيمي والأخلاقي لأفراد المجتمع، ولاسيما وأن أدوات تقنية المعلومات وشبكات الاتصالات لم تضع حاجزاً للفئات العمرية لمستخدميها وباتت جزءاً لا يتجزأ من حياتنا اليومية.
وسيكون ذلك من خلال الكشف عن جذور العنف وتأصيل علاقتها بأدوات تقنية المعلومات، والبحث في أسباب العنف الإلكتروني وآثاره ودوافعه من خلال ما توصلت إليه بعض الدراسات والأبحاث ذات الشأن، وتوضيح الفرق بين مفهوم العنف الإلكتروني وغيرها من المفاهيم المشابهة له، وبيان نماذج الأنشطة الإجرامية للعنف الإلكتروني وآلية التصدي له وفقاً لما ورد من أحكام في القانون رقم63 لسنة 2015 بشأن جرائم تقنية المعلومات.

Abstract
Violence is not a new issue, Rather, it has been present since the emergence of all human societies and is considered one of the complex problems which is still faced by societies a long their evolutionary stages. Violence in the past did not have such dangerous impact on society as it does at present due to the emergence of information technology tools such as computers, mobile phones, tables, and interactive game devices in addition to communication networks such as the internet, social networks, and mobile phone networks. These means caused modern man to face what is called "Cyber Violence" the effect of which extends to humans or their money, but it also impacts security and stability of countries. This is due to the misuse of these tools and networks, the loss of values and principles, the absence of actual control mechanisms on one hand, and technological and digital openness to all aspects related to life on the other.
This study sheds light on this problem by exploring its dangerous future implications on society's values and ethics. This is especially true because information technology tools and communication networks do not restrict the ages of their users and it became the part and parcel of our daily life. This is done through discovering the tools of violence, and establishing their relation to information technology tools; researching causes of cyber violence, its effects and motivations though findings of related literature; explaining the difference between the concept of cyber violence and other similar concepts; showing models of criminal activities of cyber violence with a mechanism to face them based on the provisions of Kuwait procedural legislations law No. 63 of 2015 Cyber Crimes.
