في نهايات القرن الماضي وبداية الالفية الثانية عاش العالم صراعات حادة تسببها حكم القطب الواحد وهي الولايات المتحدة الامريكية التي تسيدت العالم نتيجة تفكك الاتحاد السوفيتي السابق وغياب دوره السياسي في العالم لكن في السنوات الاخيرة وبالتحديد منذ عام 2014 ولغاية يومنا هذا نجد اختلاف في الخطاب الروسي (الاتحاد السوفيتي سابقا )وخاصة ازاء المنطقة العربية اذ اخذ يدخل بقوة ويبرز على السطح ويحاول ان يحدد له دورا متميزاٌ بين الدول الكبرى في عالمنا اليوم بهدف اعادة مكانتها السابقة كقوة عظمى متكافئة امام الولايات المتحدة الاميريكية .
ولذا نجد دورها تركز في منطقة الصراع وتحديدا المنطقة العربية فاتخذت من ايران حليفا لها ومن تركيا تارة عدوة وتارة اخرى حليفة وصفت الى جانب دون اخر من محاور الصراعات التي تشهدها المنطقة العربية لذا ينطلق البحث من تساؤل رئيس وهو (ماهي ابرز مضامين الخطاب الدعائي الروسي الموجه الى المنطقة العربية وما اهم نقاط التركيز في ذلك الخطاب ؟)ويهدف البحث من خلال الاجابة على هذا التساؤل تحقيق عدة اهداف اهمها هو التعرف على مميزات هذا الخطاب ومواطن التركيز فيه والعناصر التي يتميز بها ،ويعد هذا البحث من البحوث الوصفية يعتمد منهج المسح التحليلي باعتماد مدة برامجية ممتدة من 1\6-30\7 – 2017 وباستخدام طريقة تحليل المضمون للنشرات الاخبارية الرئيسة للمدة المذكورة،وتوصلت الدراسة الى ان خطابات الساسة الروس تركزت بمحاولة لبناء علاقات طيبة مع العرب وان بؤرة اهتمامها في المنطقة العربية تمثلت بالقضية السورية كونها دخلت بقوة عسكرية دفاعا عن بقاء الحكومة السورية ومن جانب اخر حرصت على توظيف بعض المعلومات والأحداث للنيل من المنافس الرئيسي لها وهي الولايات المتحدة الامريكية من خلال تشويه صورة العدو وتضخيم اخطائه .

Towards the end of the last century and the beginning of the second millennium , the world passed through a series of intense conflicts resulting from the collapse of the ex-Soviet Union and the emergence of the United States of America as the only super power in the world .
However , in the recent years , or more precise in 2014 and up to the present day , an observer can easily notice a drastic change in the Russian attitude as regards the international affairs in general and the Arab region in particular . The aim of the new policy has one underlying purpose ; to make the Russian presence strongly felt in the areas of conflict , to play a more significant role in the world events and to regain its previous position as a super power parallel to that of the United States .With this aim in view , it has allied itself with Iran , has treated Turkey as a foe at one time and a friend at another time and has sided with many other countries in the Arab region when the circumstances so dictate .The present study , therefore , is an attempt to seek definite answers to such possible questions as : What are the most characteristics of the Russian propaganda statements broadcast to the Arab region and what are their most prominent points ?
A qualitative approach has been proposed to the study together with an analytical survey of the main news bulletins as broadcast by the ( Russia Today) channel over the period from 1June to 31 July 2017 .
The study conclude that,the speeches of Russian politians focused on trying to build strong relationships with Arab countries especially with Syria and it's issues and events as it entered amilitary force to keep stay Syria regime,and another side,try to employ some information and events to overcome U.S which consider the main opponent by distorting the image of the enemy and enlarge it mistakes
