لم تتخلى ايران خلال عقد سبعينات القرن العشرين عن مهامها التي اوكلتها اليها الولايات المتحدة الامريكية, سيما في منطقة الخليج العربي , غير ان طموحات الشاه محمد رضا بهلوي كانت اكبر من ذلك , وكان يرى انه قادر على ان يؤدي دوراً اوسع واكبر من ذلك الذي كلفته به الادارة الامريكية , فهو يطمح ان يكون قائد منطقة الشرق الاوسط , وذلك عبر مشاركته في ادارة الازمات التي اصابت منطقة الشرق الاوسط .
حرصت ايران على مراقبة التطورات الجارية في دول الجوار سيما تلك التي تشعر انها تشكل خطر على ايران للاختلاف في نظام الحكم والفكر والتوجهات الاستراتيجية , او الخوف من انتشار الافكار الشيوعية في ايران عبر تأسيس الاحزاب والجمعيات , لذا كان يستخدم كل ورقة يجدها الشاه تمثل ضغط وتهديد لجيرانه .

During the 1970s, Iran did not relinquish its duties to the United States, particularly in the Persian Gulf. However, the ambitions of Shah Mohammad Reza Pahlavi were greater, and he believed that he could play a bigger and bigger role than the one he had entrusted to him. The American administration, he aspires to be the leader of the Middle East, through his participation in the management of crises that have hit the Middle East.
Iran was keen to monitor the developments in neighboring countries, especially those that feel it poses a threat to Iran to differ in the system of government and thought and strategic directions, or fear of the spread of communist ideas in Iran through the establishment of parties and associations, so he used every paper found by the Shah represents pressure and threat to his neighbors .
