إذا كانت المجموعة الدولية قد اهتمت بحماية مجتمعاتها من الجريمة بشكل عام، و الجريمة التي تتعدد أماكن نشاطها و آثارها بين الدول بصفة خاصة، فإن خطر الجريمة المرتكبة في الفضاء الالكتروني لم يعد مقتصرا على نطاق معين بل تعدى حدود الدول و تجاوزها حتى شمل العالم بأسره، و بقدر شمول و امتداد خطر هذا النوع من الجرائم نجد أنه قد تعددت و تنوعت مجالات هذا الخطر على جميع المستويات الاقتصادي و الاجتماعي والسياسي. لذا بات لزاما على دول العالم مواكبة التطور التكنولوجي الحاصل في العالم الافتراضي الجديد، الذي صارت المعلومة فيه سيدة دون منازع ومصدرا للقوة والمعرفة والسلطة والمال، بل وأكثر من هذا صارت معيارا لتطور الشعوب. وإزاء هذا التطور العلمي، فإن مزايا المعلوماتية جلبت معها مخاطر جمة منها الجرائم المرتكبة في الفضاء الالكتروني التي لا تعترف بالحدود و لا بالسيادة ترتكب بطرق حديثة، وباتت القوانين الجزائية، الموضوعية منها والإجرائية قاصرة لمواجهة هذه الأنشطة الإجرامية، و أصبح أمن الفضاء الالكتروني مشكلة عالمية عسيرة و ليست يسيرة تقع على عاتق الجميع من أفراد و مؤسسات و منظمات ودول، و تتطلب تعاونا دوليا وجهدا مجتمعيا كبيرا لحلها.
