تعتبر مشكلة الفقر والبطالة مشكلة مجتمع بأكمله وتوثر سلبًا على القطاع العام والخاص، لذلك من الخطأ الاعتقاد والتسليم بأن هذه المشكلة هي مشكلة الحكومة فقط، فالحد منها يتطلب شراكة حقيقية ومن نوع جديد، بين القطاع العام والخاص، تقوم على التشاور والمشاركة في القرار والثقة المتبادلة وتكامل الأدوار والمسؤوليات بينهما.
وبالتالي لا بد أن ترتكز أسس المعالجة بشكل واضح على سياسات وأدوات عملية وتدخلات قابلة للتطبيق لتجاوز التحديات والقيود التي تواجه إطلاق النمو الاقتصادي وإخراج الاقتصاد من حالة الركود الشاملة في معظم قطاعاته، وبخاصة تحفيز القطاع الخاص على زيادة استثماراته وزيادة قدرته على فتح فرص عمل جديدة ومستدامة وذلك لزيادة التشغيل والتخفيف من مستويات الفقر والبطالة.
في ضوء ذلك تقدم الدراسة مجموعة من السياسات والتدخلات الاقتصادية لمعالجة بطالة الشباب في فلسطين.

The problem of poverty and unemployment is considered a problem of an entire society and negatively affects the public and private sectors, therefore it is wrong to believe and acknowledge that this problem is the problem of the government only. Limiting it requires a real partnership and a new kind, between the public and private sectors, based on consultation and participation in the decision, mutual trust and integration Roles and responsibilities between them.
Therefore, the bases of treatment must be clearly based on practical policies, tools, and applicable interventions to overcome the challenges and constraints facing launching economic growth and lifting the economy out of a total recession in most of its sectors, especially stimulating the private sector to increase its investments and increase its ability to open new and sustainable job opportunities. To increase employment and reduce poverty and unemployment levels.
In light of this, the study presents a set of economic policies and interventions to address youth unemployment in Palestine.
