هدفت الدراسة إلى توضيح دور تطبيق معايير الجودة والنوعية في مؤسسات التعليم العالي لدعم ثقافة الابتكار والريادة، وتقييم مدى تطبيق جامعة الأزهر – غزة لمعايير الجودة والنوعية في برامجها التعليمية والأكاديمية في دعم ثقافة الابتكار والريادة، بالإضافة إلى توضيح أهمية تعزيز ثقافة الابتكار والريادة من أجل الوصول إلى الريادة في منظومة العملية التعليمية وبناء مجتمع معرفي ريادي.
ومن أجل تحقيق هذه الأهداف، تناولت الدراسة مفاهيم الجودة والنوعية في مؤسسات التعليم العالي كإطار نظري للدراسة، واستعراض أساليب تطبيق معايير الجودة والنوعية في جامعة الأزهر - غزة، كما تناولت الدراسة معايير الجودة والنوعية ودورها في تعزيز ثقافة الابتكار والريادة في مؤسسات التعليم العالي، ومن ثم ثقافة الابتكار والريادة في جامعة الأزهر – غزة.
وقد توصلت الدراسة إلى مجموعة من النتائج أهمها, أن تطبيق معايير الجودة والنوعية في مؤسسات التعليم العالي ضرورة ملحة, ومطلب حتمي تفرضه التغيرات والتحديات التي تواجه الجامعات, بالإضافة إلى القضايا والمشكلات الداخلية التي تعاني منها الجامعات, كما أن معدلات البطالة في صفوف الخريجين في فلسطين مرتفعة جداً في أغلب التخصصات مما يؤكد على عدم حاجة المجتمع لهذه التخصصات نتيجة تشبع سوق العمل المحلي منها, بالإضافة إلى أن تعزيز ثقافة الابتكار والريادة في التعليم العالي أصبح مطلب أساسي للعملية التعليمية المستقبلية.

The study aimed to clarify the role of the application of the quality standards in higher education institutions to support innovation and leadership culture, and assess the application of Al-Azhar University - Gaza quality standards and quality in its educational programs and academic support innovation and leadership culture, as well as to clarify the importance of promoting a culture of innovation and leadership in order to reach the leadership in the educational process system and build a knowledge-based society pilot.
In order to achieve these objectives, the study addressed the quality and quality concepts in higher education institutions as a theoretical framework for the study, and review of the application of quality and quality standards at Al-Azhar University - Gaza methods, and study quality and quality standards and their role in the promotion of innovation and leadership in higher education institutions, and then a culture of innovation and leadership in Al-Azhar University - Gaza.
The study found a number of results most important, that the application of quality and quality standards in higher education institutions is an urgent need, and inevitable demand imposed by the changes and challenges faced by the universities, in addition to the issues and internal problems faced by the universities, and that the unemployment rate among graduates in Palestine is soaring high in most disciplines, which confirms the lack of society's need for these disciplines as a result of saturation of the domestic labor market, in addition to the promotion of a culture of innovation and leadership in higher education has become a prerequisite for future educational process.
