تتطلع المجتمعات في المناطق العراقية المحررة لمرحلة ما بعد أحداث عام 2014، إلى بدء مرحلة جديدة من البناء والتأهيل، وإعادة الوضع إلى ما كان عليه سابقاً، عبر سياسات لإعادة تأهيل تلك المجتمعات على المستويات كافة، واستخدامها كفرصة لإعادة تنظيم الدولة والمجتمع المتضررين جراء النزاع.
وهذا يعني أن مفهوم إعادة التأهيل لا يتوقف على الجانب الاقتصادي، ولا يعني فقط إعادة بناء شبكات الطرق والجسور، ألتي لحقها دمار واسع وشبكات المياه والكهرباء وغيرها، بل يُعنى بالفرد العراقي، المتضرر الأكبر من هذا النزاع، الجريح وعائلة القتيل، اللاجئ والنازح ، فضلاً عن عملية المصالحة، وترسيخ الأمن الداخلي وضمان الاستقرار الاجتماعي للحيلولة دون تدهور الأوضاع من جديد، عبر قيادة مرحلة جديدة تؤسس لمرحلة ما بعد النزاع.
