The study aims to clarify the role of other sources of funding in the educational institutions by finding alternatives that contribute to filling some of the operating expenses in those institutions due to the decrease of the financial allocation of the observatory by the state in that period due to the circumstances that the country is going through the low world oil prices. And a lack of other revenues, While the study came to address the questions of revenues from (Higher Education Fund, Evening Studies and Advisory Offices). Do you contribute to filling some of the bottlenecks facing budget allocations and did the productive university contribute to the development of the educational process and society through the selection of the research sample consisting of five formations. (Accounts of the University Office of the Higher Education Fund, the Institute of Management Rusafa, Technical Institute of Kut, Technical Institute Baquba, Technical College Baghdad) For two years, (2015-2016) As a result of increasing the requirements of the educational process through the developments in technology and the urgent need for laboratories and other educational means and the inability of the budget to cover those requirements was a burden on the educational institutions to the idea of the university produced to provide other revenues contribute to fill that deficit in the budget observatory, In order to meet the expenses of the University with its revenues and thus the University has achieved a balance between its functions and supported its orientation towards the right path to sustainability in achieving its objectives and tasks. The researchers recommended taking a bold step by the presidency of ''The Central Technical University towards the university of productio''. And to work on the need to exploit the potential of the university through scientific laboratories and open them to the community and run by the help of graduate students). Volunteer system because the graduate student of medical and engineering specialties needs practical experience before joining the official job , In this way, the university will benefit from the additional material revenues. The graduate student will benefit from the practical experience and be able to join the jobs well as well as the engineering and agricultural laboratories and invest in enhancing financial resources.
