هدفت الدراسة التعرف إلى الدرجات التقديرية لطلبة الجامعات الفلسطينية لدورها في مواجهة التعصب الحزبي، والكشف عما إذا كان هناك فروق ذات دلالة إحصائية عند مستوى دلالة (α≤0.05) بين متوسطات تقديرات هؤلاء الطلبة لهذا الدور تعزى إلى المتغيرات ( الانتماء السياسي، المستوى الدراسي، الجامعة)، ومن ثم وضع إستراتيجية لتفعيل دور الجامعات الفلسطينية في مواجهة التعصب الحزبي في ضوء مبادئ المواطنة.
ولتحقيق الأهداف قام الباحثان باستخدام المنهج الوصفي التحليلي، وطبق استبانة مكونة من (48) فقرة تقيس دور الجامعات في مواجهة التعصب الحزبي على عينة عشوائية قوامها (720) من الطلبة الذكور فقط، وذلك لقربهم من العمل السياسي. وقد توصلت الدراسة إلى النتائج التالية:
1- المتوسط الإجمالي لدور الجامعات في مواجهة التعصب الحزبي يساوي (1.890) وهو بدرجة متوسطة، وقد احتل مجال (الممارسات الأكاديمية) على المركز الأول بمتوسط (1.942)، في حين احتل مجال ( التواصل مع المجتمع) على المركز الأخير بمتوسط (1.8190).
2- توجد فروق ذات دلالة إحصائية عند مستوى (α≤0.05) في متوسطات تقديرات عينة البحث لدور الجامعات في مواجهة التعصب الحزبي في المجال الأول (سياسة الجامعة) وفي المجال الثاني (الأنشطة الجامعية) وفي الدرجة الكلية تعزى لمتغير الانتماء السياسي، في حين لا توجد فروق دالة إحصائياً تعزى للمتغيرات (المستوى الدراسي، الجامعة).
وفي ضوء النتائج تم وضع إستراتيجية لتفعيل دور الجامعات في الحد من ظاهرة التعصب الحزبي في ضوء مبادئ المواطنة موضحاً فيها: الفلسفة، والأهداف، والخطوات الإجرائية:على مستوى أعضاء هيئة التدريس، وعلى مستوى المناهج والأنشطة. وأوصت الدراسة بمجموعة من التوصيات أهما:
1- ضرورة تشكيل برلمان شبابي موحد في الجامعات الفلسطينية بمحافظة غزة يعمل على تنظيم الفعاليات الوطنية وخدمة الطلبة .
2- التأكيد على تعزيز مبدأ التربية على المواطنة وقيم التسامح لدى الطلبة ، وان هذا التعزيز يكون على مبدأ الانتماء الوطني لا الحزبي.
3- البدء في عقد اللقاءات الشبابية على اختلاف أطيافهم الحزبية من أجل بناء إستراتيجية الحوار البناء، والمصالحة الوطنية.

This study aimed to identify the estimated scores of Palestinian university students for their role in the face of intolerance, and to detect whether there are significant differences in the level indication (α≤ 0.05) between averages of estimates for these students for this role due to variables (political affiliation, academic level, University), and then develop a strategy for revitalizing the role of the Palestinian universities in the face of political intolerance in the light of the principles of citizenship.
To achieve the objectives the researchers using the descriptive analytical and applied a questionnaire (48) measure the role of universities in the face of partisan intolerance on a random sample of (720) of male students only, because of their proximity to political action. The study found the following results:
1. Total average for the role of universities in the face of partisan intolerance equals (1.890) and is moderately, have occupied the area (academic) ranked first with an average (1.942), while the occupied area (community outreach) to last place with average (1.8190).
2. There are significant differences in the level of (α≤ 0.05) in average search sample estimates of the role of universities in the face of partisan intolerance in the first area (University policy) in the second area (activities University) and the College class due to variable political affiliation, while no statistically differences attributable to variables (study level, University).
In the light of the results of the strategy has been developed to activate the role of the universities in limiting the phenomenon of political intolerance in the light of the principles of citizenship, adding: the philosophy, objectives, procedural steps: at the level of the faculty, curriculum and activities. The study recommended a set of recommendations:
1- need a unified Youth Parliament in Palestinian universities in Gaza working on the Organization of events and student service.
2. to promote the principle of education for citizenship and tolerance among students, and that this is the principle of strengthening national party affiliation.
3. start the youth meetings of different partisan spectrum for building strategy constructive dialogue and national reconciliation.
