إن التخطيط العمراني كأي تخطيط هو جزء لايتجزء من عملية التخطيط الشاملة بل هو المظلة الكبرى التي تندرج تحتها عملية التخطيط حيث أن نشأت الحضارة في البدايات على مبدأ الالتقاط والجمع و بالقرب من الماء وكانت بدائية ، إلى ثورة العصر الحجري الحديث ،التى بدأت حوالي 8000 قبل الميلاد حيث ظهرت الزراعة وبدأ الإنسان بانتاج غذائه والحاجة لتسويقه فظهرت التجارة والحاجة لحمايته فظهرت أيضا القوة العسكرية فكان التخطيط عشوائيا فطريا وتأثيره قليل على السكان والموراد حيث ارتبط بالمكان والموارد الموجودة في الموقع نفسه.

Urban planning, like any planning, is an integral part of the overall planning process. Rather, it is the major umbrella that falls under the planning process, as civilization originated in the beginnings on the principle of capture and collection and near water and was primitive, to the Neolithic revolution, which began around 8000 BC. Where agriculture appeared and man began to produce his food and the need to market it. Trade and the need to protect it appeared, so did the military force, so planning was random and innate, and its effect was minimal on the population and resources, as it was linked to the place and resources in the same location.
