للتصويت الالكتروني الناجم عن التطورات التقنية المتتابعة، عديد من المزايا، فهو أقل تكلفة وأسرع في جدولة النتائج، وتحسين أمكانية الوصول إليها بدقة أكبر، ولا ريب في أنّ نسبة الخطأ فيه أقل من الأخطاء البشرية والميكانيكية.
إلا أنّ هنالك تحديات جديدة تظهر مع كل تطور أو تقنية جديدان، ومن أهم تلك التحديات إمكان إساءة استخدام تلك التقنية، لذا ظهر ما يُسمى (التصويت الشبحي)، إذ يتم الإدلاء بالأصوات نيابة عن أعضاء البرلمان غير الموجودين فعلياً في المجلس.
ومن ثم يُمكن أنّ يُعرف التصويت الشبحي بأنه ممارسة يتم فيها (التصويت) في المجلس التشريعي من دون أن يكون النائب صاحب الشأن موجوداً في غرفة الاقتراع. سواء أجرت هذه الممارسة من قبل نائب آخر أو من حزب سياسي.
وعلى الرغم من أنه قد يبدو من المستحيل أنّ يُصوت النائب من دون أنّ يكون حاضراً، إلا أنّ هنالك في الواقع العديد من الطرق التي يُمكن أنّ يحدث التصويت الشبحي من خلالها، بل ويُمكن القول إنه يُمارس في الواقع على نطاق واسع جداً.

E- Voting that is resulting from technical developments, has many benefits, for its less expensive and faster in scheduling results, and improving access to them is more accurately, with less error rate than that of human and mechanical errors.
However, there are new challenges that appear with every development or new technology, and the most important of these challenges, is the possibility of abuse of the technology, and one of its aspects is the so-called (ghost voting), when a member of parliament votes on behalf of another member of parliament who is actually not present in the Council.
In this paper, we tried to discuss this kind of voting, by defining it as the practice where (the vote) in the Legislative Council is done while the owner of the Attorney is actually present in the voting booth. Whether this practice is carried out by another deputy, or by a political party.
Although it may seem impossible for a MP to vote without being present, but there are in fact several ways that a ghost voting can happen through them, and we can say that, a practice in fact, exists on a very large scale.
