إن إستراتيجيات الأمن القومي الأمريكي محط اهتمام الدول والباحثين ووسائل الإعلام، لما للولايات المتحدة الأمريكية من دور كبير في النظام السياسي العالمي بشكل عام، ولأهمية الإستراتيجية والسياسة الخارجية الساعية لتنفيذها بشكل خاص. حيث تعد السياسة الخارجية الأمريكية من بين الموضوعات الأكثر جدلًا واهتمامًا على المستوى الدولي، ويعود السبب في ذلك إلى عدة عوامل تتداخل فيما بينها على المستوى الأمريكي الداخلي، لضمان نفوذ وهيمنة الولايات المتحدة الأمريكية على النظام العالمي.
تبحث الدراسة في إستراتيجية دونالد ترامب Donald Trump-الرئيس الخامس والأربعون- للأمن القومي الأمريكي التي عقد لها مؤتمرًا صحفيًا يوم الإثنين 19 ديسمبر 2017م. وتضمنت الكثير من التناقضات والاختلافات، وكذلك التوافقات مع استراتيجيات سابقة، وبالتالي، وثيقة ترامب عكست شخصيته منذ توليه منصب الرئاسة.

تنطوي الدراسة على تحقيق ثلاثة أهدف رئيسية: أولًا، التعرف على الأفكار والمفاهيم الواردة في وثيقة الأمن القومي الأمريكي 2017م، والرؤية الجديدة لدونالد ترامب في السياسة الأمريكية. ثانيًا، معرفة الثابت والمتغير في الاستراتيجيات الأمريكية في ظل تغيرات النظام الدولي. ثالثًا، محاولة فهم السياسة الخارجية الأمريكية في ضوء وثيقة الأمن القومي الأمريكي -ترامب تجاه العالم بشكل عام، والقضية الفلسطينية بشكل خاص. وتأتي أهمية الدراسة، من أهمية التغيرات التي أحدثها دونالد ترامب وإدارته الجديدة بعد وصوله لسدة الحكم في الولايات المتحدة الأمريكية، فنظرة الرئيس وإدارته مغايرة لأسلافه دوليًا وإقليميًا وداخليًا.
تفترض الدراسة "أن الرؤية الفكرية والسياسية لدونالد ترامب وإدارته سوف تكون مغايرة للرؤية الفكرية والسياسية للإدارات السابقة". وللتحقق من فرضية الدارسة، وظفت منهج تحليل المضمون، بهدف قراءة وتحليل مضمون وثيقة الأمن القومي الأمريكي الجديدة للرئيس الأمريكي دونالد ترامب. وكذلك مناقشة وتحليل أهم المتغيرات على مستوى الفكر والسياسة الأمريكية، وتأثيراتها على دول العالم، خاصة المنطقة العربية والقضية الفلسطينية. وكذلك وظفت الدراسة، منهج تحليل النظم، لكونه منهجًا متعدد المداخل ويسمح بالتحليل الحركي للتفاعلات بين مدخلات النظام بعضها ببعض، وبين مخرجاته ومؤسسات النظام نفسه وقيادته وبين المدخلات والمخرجات، مما يساعد على فهم عميق للظاهرة موضوع التحليل. وذلك من أجل الوصول إلى نتائج منطقة.

US national security strategies are the focus of attention of States, researchers and the media, because the United States of America has a major role in the global political system in general, because of the importance of the strategy and foreign policy that it is seeking to implement in particular. The US foreign policy is one of the most controversial and international topics, and this is due to several overlapping factors at the inter-American level, to ensure the influence and dominance of the United States of America over the global system.
This study examines the strategy of Donald Trump Donald Trump--the 45th president of the United States national security, 2017, for which he held a press conference on Monday, 19 December 2017. It included many contradictions and differences, as well as the compatibility with previous strategies, and therefore, Trump document has reversed his personality since he took office as president.
Trump political speeches, and the statements of his advisors and aides, have never talked about changing the former US policy approach, with a view to restoring mandates as they say, Trump has said in his speeches more than once the weakness of former presidents in maintaining and surpassing the role of the United States. That is why we need to put those theories to reality, so that we can figure out the extent of change and what is new to the strategy in terms of thought and practice.
The problem of the study is the following main question: What are the implications of the new American national security strategy? How far will it be reflected in US foreign policy orientations.
The study involves three main objectives: first, to identify the ideas and concepts contained in the US National security document 2017, and the new vision of Donald Trump in American politics. Secondly, we know the constant and changing strategies of the United States under the changes of the international system. Thirdly, to try to understand US foreign policy in the light of the US national security document-Trump towards the world in general, and the Palestinian issue in particular.
The importance of the study comes from the importance of the changes brought about by Donald Trump and his new administration after his arrival at the helm the United States of America, the president vision and management are different from his predecessors, internationally, regionally and internally.
The study assumes that "the intellectual and political vision and management of Donald Trump will be different from the intellectual and political view of previous administrations.
To verify the hypothesis of the study, I have employed a content analysis approach, with the aim of reading and analyzing the content of the new U.S. national security document for US President Donald Trump.
The discussion and analysis of the most important variables at the level of American thought and policy, and their effects on the countries of the world, particularly the Arab region and the Palestinian question. The study also employed the systems analysis approach as a multi-entry approach that allows for dynamic analysis of interactions between system inputs some, between its outputs and the system own institutions and its leadership and between inputs and outputs, which helps to understand in depth the phenomenon of the subject of analysis.
