تقوم هذه الدراسة على عرض ثلاثة مطالب أساسية؛ بمنهجية التأصيل لموضوع الدراسة؛ مع الأخذ بالاعتبار التحليل الخاص بوضعية بناء مجتمع المعرفة؛ الذي يُعد اليوم من أولويات العالم المتحضر بكل جوانبه وأبعاده، ومن أولويات بناء مجتمع المعرفة هو تحديد الغايات، حيث أن الغاية هي النواة التي ترتكز عليها التنمية لتحديد الوسيلة المناسبة لتنمية الفرد "عصب المجتمع" مما جعل الدول المتقدمة أن تُسخر كافة الإمكانات المتاحة في خدمة الغايات التي تصبوا إليها من أجل التنمية، والتي يمكن لها أن ترتقي بالناتج لعموم المجتمع؛ الأمر الذي دفعنا لمناقشة هذه الحقائق، من خلال تبيين مفهوم التنمية وأبعادها، وأيضًا في مفهوم تنمية المجتمعات المحلية، لنخلص بذلك إلى تلك النواة التي ترتكز عليها في التنمية أصلها، ألا وهي تنمية الأفراد المؤسسين لأي مجتمع. ومن هذا المنطلق فقد أولت الدول المتقدمة في برامج البحث المجتمعي التنموي والتطوير اهتمامًا خاصًا، وذلك بتوفير البيئة العلمية المناسبة التي يمكن أن تنمو فيها التنمية العلمية وتزدهر، ورصدت لهذا الغرض الأموال اللازمة لتوفير الأجهزة المختبرية، والمعدات العلمية التي يحتاجها الباحثون بتخصصاتهم المختلفة، ولا عجب في ذلك؛ فالبحث العلمي يُعد إحدى أهم وظائف الجامعات الأساسية بصفةً خاصة، ومؤسسات البحوث والدراسات بصفةً عامة؛ فبدون بحث علمي تصبح الجامعة مجرد مدرسة تعليمية لعلوم ومعارف ينتجها الآخرون، أيضًا ذات الحال في المؤسسات البحثية؛ فبدون الإبداع العلمي وإنماء المعرفة وإثرائها بنشرها والسعي لتوظيفها لحل المشكلات المختلفة التي تواجه المجتمعات لتكون بلا فائدة.

This study presents three main approaches; The rooting methodology for the subject of the study; Taking into account the analysis of the status of building a knowledge society; which is today one of the priorities of the civilized world in all its aspects and dimensions.
