هدفت الدراسة الحالية إلى بيان ماهية التخطيط بالسيناريو وتأطيره بإطار شامل يستوفي أغلب تفاصيله لمحاولة وضع منهجية تساعد على تطبيقه، وتبين أثره في تطوير الأداء المؤسسي، كما سعت الدراسة أيضًا إلى الوقوف على أهم التحديات التي تواجه تطبيقه ومحاولة وضع الحلول العملية للحد منها داخل مجتمع الدراسة، ولتحقيق هدف الدراسة قام الباحث بتصميم اسبتانة شملت في فقراتها متغيرات الدراسة، التخطيط بالسيناريو كمتغير مستقل والأداء المؤسسي متغير تابع، وتم التركيز على المديرين ورؤساء الأقسام والمسؤولين عن وضع الخطط الإستراتيجية من بين أفراد عينة الدراسة، والبالغ عددهم 149 موظفًا، وقد طَبقت الدراسة مجموعة من الأساليب الإحصائية لإظهار خصائص أفراد عينة الدراسة أهمها اختبار كرونباخ ألفا لقياس الصدق والثبات ومقياس كايسر- ماير- أولكين (KMO)، من أجل التأكد من كفاية عينة أفراد الدراسة. وقد توصلت الدراسة إلى اتفاق عينة البحث على أن التخطيط بالسيناريو يؤثر بشكل مباشر على الأداء المؤسسي ويوفر الحلول الناجحة للمؤسسات عينة البحث إذا أرادت تحقيق ميزة تنافسية أو تحقيق تنمية مستدامة، كما كشف البحث أيضًا عن وجود علاقة ذات دلالة إحصائية بين التخطيط بالسيناريو والأداء المؤسسي: وقد اقتصرت التوكيدات العملية على الباحثين للتحقيق في أثر التخطيط بالسيناريو على الأداء المؤسسي، ومسؤولي التخطيط ومتخذي القرار لتعزيز ارتباط التخطيط بالسيناريو بوضع الخطط الإستراتيجية وتعيين السياسات والإجراءات، إذ إن البحث يقدم بشكل كبير مجموعة من المعارف التي تتعلق بالتخطيط بالسيناريو من تأصيله شرعيًا وبيان خصائصه وطرق بنائه لتقليل فجوة الاتأكد.

The study investigates and illustrates the scenario planning impact on the institutional performance development and establishes a methodology to apply it in the government sector organizations in Qatar. In addition, identifying the most important encountered challenges, and developing practical solutions to approach them in the community. The analytical descriptive approach has been used. A questionnaire has been established to achieve the study objectives including the study variables required, the sample includes around 149 participants covering specific positions such as managers, heads of departments, planning officers and planning supervisors. A set of statistical methods is applied to show the characteristics of members, Cronbach's alpha test is carried out to measure honesty and persistence and Kaiser-Meyer-Olkin test (KMO) is applied to ensure the adequacy of the sample besides the statistical processing program (SPSS). The participants have agreed that scenario planning directly affects the institutional performance and provides successful solutions to the research sample institutions especially if they aim to achieve a competitive advantage or accomplish sustainable development. Additionally, a statistically significant relation between the scenario planning and the institutional performance has been established and approached. Two main applications have been identified in this study; the first has been allocated to researchers to investigate the scenario planning impact on institutional performance, and the second is established for planning officers and decision makers to enhance the relation between scenario planning and setting strategic plans, policies and procedures. This research also provides a wide range of knowledge in terms of scenario planning by developing a specific methodology for applying in the institutions and setting the legal fundamentals according to Islam.
