تعيش مؤسسات السجون في العالم تحولات جديدة في التصميم الهندسي المعماري للبنايات، والمفاهيم والمصطلحات التي ترتبط بمهامها ووظائفها، وطبيعة برامجها ونشاطاتها التي تسعى من خلالها هذه المؤسسات إلى تغيير الصورة السلبية التي ارتبطت بها على مر التاريخ في كونها مؤسسات عقابية، لتأكد على الأدوار الجديدة لها كمؤسسات للإصلاح وإعادة التأهيل. تبحث جميع الدول في المناهج والأساليب التي من شأنها تدعيم هذا التوجه الجديد، وتركز في هذه العملية بشكل أساسي على القراءة والمطالعة كمعيار للتأهيل، والتعليم، والتربية، وإعادة الإدماج للنزلاء، من خلال الحرص على توفير فضاء الكتاب، القراءة والمطالعة داخل مباني هذه المؤسسات، والانفتاح على المكتبات العمومية باعتبارها طرف مهم لتعزيز النشاطات والبرامج التثقيفية، والتعليمية، والتربوية، والترفيهية في بيئة السجن، وهو ما نحاول الوقوف عنده من خلال هذه الدراسة التي تمس الجوانب التالية:
- الوقوف على واقع فضاءات الكتاب، القراءة والمطالعة داخل مؤسسات السجون في الجزائر، وضرورة انفتاحها على المؤسسات الخارجية التي تعمل في نفس السياق والتي ترتبط عادة بالمكتبات العمومية؛
- تعزيز فرص هذه المكتبات في عملية إصلاح وتأهيل السجناء من خلال العمل بمفهوم وممارسات الوساطة الثقافية.

Prison institutions around the world are undergoing new transformations in the architectural design of buildings, concepts and terminology related to their tasks and functions, and the nature of their programs and activities through which these institutions seek to change the negative reputation that has been associated throughout history in being penal institutions, to make sure of her new roles as institutions of reform and rehabilitation. All countries are looking at the curricula and methods that will strengthen this new approach, and in this process focus mainly on reading as a criterion for rehabilitation, education, reintegration of prisoners, by ensuring the provision of the space of the book, reading within the premises of these institutions, Opening up to public libraries as an important party to promote cultural, educational, and recreational activities in the prison environment, which we are trying to find through this study, which touches on the following aspects:
- To identify the reality of the book spaces, reading within Algeria's prison institutions, and the need to open them to external institutions that work in the same context and which are usually associated with public libraries;
- Promoting the opportunities of these libraries in the process of reforming and rehabilitating prisoners through the concept and practice of cultural mediation.
