تعد الحَوكمة مفهوماً حديثاً لإصلاح الإدارة العامة وتحسين الأداء الحكومي. وليس ثمة تطبيقات للحوكمة في الإدارة العامة في سورية، وإن كنا نجد لها مجالاً للتطبيق في إدارة القطاع الخاص، كالمصارف وشركات التأمين، وإن وضع مبادئ لحوكمة الحكومة هي لا شك ضرورة مُلحة لأي مشروع يهدف إلى إصلاح الإدارة العامة، وأداء الوزارات الحكومية. ويمكن اعتبار حوكمة وزارة الأوقاف نموذجا لحوكمة الإدارات العامة في سورية، لذلك تطرقنا في هذا البحث لوضع مبادئ لحوكمة وزارة الأوقاف كخطوة أولى على طريق حوكمة الحكومة.

Governance is a modern concept of public administration reform and government performance. There are no governance applications in public administration in Syria, while there is scope for private sector management such as banks and insurance companies. The development of principles of government governance is an urgent necessity for any project aimed at reforming public administration and government ministries. The governance of Religious Endowments Ministry can be seen as a model to governance the public administration in Syria; therefore, we discussed in this research the establishment of principles for the governance of Religious Endowments Ministry, as a first step on the path of government governance.
