تُعدُّ مجالس الأوقاف المحلية هي المدير الحقيقي للأوقاف المسؤولة عنها في مديرية الأوقاف بكل محافظة، ويمكن تشبيهها بمجالس الإدارة في المؤسسات، فهي المسؤولة عن إدارة (المؤسسة) وتوجيهها وتنميتها. وهي تطبيق عملي لمبدأ اللامركزية الإدارية، وإن حوكمة هذه المجالس يعني حوكمة أوسع مؤسسات وزارة الأوقاف انتشاراً في الجمهورية العربية السورية، وهي خطوة على طريق حوكمة وزارة الأوقاف بكاملها.
وقد انتهج قانون وزارة الأوقاف الجديد رقم /31/ لعام 2018 مبدأ المركزية الإدارية، مما مِن شأنه أن يؤثر سلباً على حوكمة هذه المجالس.

The local Awqaf Councils are the real director of the Endowments responsible for them in the Directorate of Awqaf in each province, and can be likened to the boards of directors in institutions, which is responsible for the management of the institution and guidance and development. It is an implementation of the principle of administrative decentralization, and the governance of these councils means the governance of the most widespread institutions of the Ministry of Endowments in the Syrian Arab Republic, it is a step on the path of governance of the Ministry of Endowments in its entirety.
The new Ministry of Endowments Law No. 31 of 2018 adopted the principle of administrative centralization, which would negatively affect the governance of these councils.
