على مدار التاريخ كانت إسطنبول مركزاً، سياسياً، وفكريّاً، واقتصادياً، وعلمياً، وكان تأسيس (دار الفنون) عام 1453م خير دليل على مكانتها العلمية، ويُضاف إلى ذلك المتاحف، والمكتبات الكثيرة التي تحوي أكثر مخطوطات العالم الإسلامي.
بعد تأسيس الجمهورية التركية في بداية القرن العشرين، استمرّ النشاط العلمي التركي، وتحولت (دار الفنون) إلى أول جامعة رسمية في تركيا الحديثة، وهي (جامعة إسطنبول).
ومع بداية القرن الواحد والعشرين حققت تركيا الحديثة تطوراً كبيراً في كل المجالات السياسية، والاقتصادية والعلميّة التي كانت حصيلتها إنشاء جامعة حكومية في كل مدينة تركية، فضلاً عن وجود أكثر من جامعة في المدن التركية الكبرى مثل: استنبول، وأنقرا، وإزمير، وأضنا، وأنطاليا، وملاطيا، وعنتاب وغيرها.
بعد نجاح تركيا في تطوير المجال العلمي، وخاصة الميدان الجامعي، الذي توّج بحصول جامعاتها على مكانة متقدمة في ترتيب الجامعات على المستوى الدولي، شكَّل هذا النجاحُ، والتطور العلمي الجامعي عاملَ جذب للطلاب الأجانب من الجنسيات المختلفة، ومنهم العرب، وشجعهم على الدراسة في الجامعات التركية، خاصة بعد تقديم الحكومة منحاً تعليمية للمرحلة الجامعية بكل اختصاصاتها، ومرحلة الدراسات العليا (الماجستير والدكتوراه)، فضلاً عن وجود الجامعات التركية الخاصة (الوقفية) المعترف بها من قبل وزارة التعليم التركية، وشهاداتُها توازي تماماً الشهادات الصادرة عن الجامعات الحكومية التركية.
بعد التجربة العملية، والشخصية لفريق الاستشارات في أكاديمية ريمار، في الدراسة والعمل في الجامعات التركية والدولية، وُلِدت فكرة إنشاء مكتب باسم (بيلنور) يساعد الطلبة في الوصول إلى تحقيق أحلامهم، في التسجيل في الجامعات بشكل عام، والتركية (الحكومية، والوقفية) بشكل خاص، وإنجاز معاملة تسجيلهم فيها بالوسائل القانونية المعتمَدة.
هذا وتتمنى أكاديمية ريمار التوفيق والسداد لطلبة العلم والباحثين، وأن يجدوا مبتغاهم فيما يرمون الوصول إليه من تحقيق لأحلامهم وأهدافهم.

Throughout history, Istanbul has been a political, intellectual, economic and scientific center, and the establishment of the House of Arts in 1453 AD was the best evidence of its scientific standing, as well as the many museums and libraries that contain most of the manuscripts of the Islamic world. After the establishment of the Republic of Turkey at the beginning of the twentieth century, Turkish scientific activity continued, and the (House of Arts) turned into the first official university in modern Turkey, which is (University of Istanbul).
With the beginning of the twenty-first century, modern Turkey has achieved great development in all political, economic and scientific fields, the outcome of which was the establishment of a government university in every city, in addition to the presence of more than one university in major cities such as Istanbul, Ankara, Izmir, Adana and Antalya, Malatya, Gaziantep and others.
After Turkey's success in developing the scientific field, especially the university field, which culminated in its universities obtaining an advanced position in the ranking of universities at the international level, this success and academic scientific development formed an attraction factor for foreign students of different nationalities, including Arabs, and encouraged them to study in Turkish universities, especially after the government provides educational grants for the undergraduate level in all its specializations, as well as for the postgraduate level (master's and doctorate), in addition to the existence of private universities (endowment) recognized by the Ministry of Education, and its certificate is completely equivalent to the certificates issued by Turkish public universities.
After the practical and personal experience of the consulting team at Rimar Academy, in studying and working in Turkish and international universities, the idea of establishing an office was set to help students reach the realization of their dreams, in registering in universities in general and Turkish (governmental and endowment) in particular, and completing the registration process by available legal means.
This book will be the foreigner student's guide who plans to study in Turkey, or who wishes to get significant information about the Educational system in Turkey. The book will come up with more advantages and further details to those who seek difference and prominence.
