يعد النظام السياسي المجلسي من الانظمة السياسية القليلة التطبيق في العالم مقارنة بالأنظمة السياسية الاخرى الرئاسية والبرلمانية، ونجد ذلك طبيعياً، فالدول غالبا ما كانت تأخذ به بعد الثورات والحروب والازمات التي تمر بها، أي انها كانت تأخذ به في الظروف الاستثنائية لكي تسيطر على الاوضاع غير الطبيعية التي كانت تواجهها ثم ما تلبث ان تحيد عنه.
إن النظام السياسي المجلسي يعد من الناحية الدستورية النظرية من أنظمة الحكم الديمقراطية، لكنه من الناحية العملية قد يحتفظ بالطابع الديمقراطي كما هو حاصل في سويسرا، وقد ينحرف إلى نظام شبه دكتاتوري كما حصل سابقاً في كل من فرنسا وتركيا مثلاً.
من جانبنا، نرى بأن نجاح النظام المجلسي كنظام حكم في أي دولة في العالم يعتمد بشكل اساسي على عدد من العوامل من ابرزها توفر النية الصادقة لدى الحكام، ووجود مواطنين قد تم تنشئتهم تنشئة سياسية سليمة وصحيحة، فضلا عن ضرورة توافر الوعي السياسي العالي لدى كل من الحكام والمحكومين، والدليل على ذلك هو ان التجربة السويسرية نجحت في تطبيق النظام المجلسي بسبب توافر العوامل اعلاه لديها.
ومن جانب اخر، إذا كانت جميع الدول التي اخذت بالنظام المجلسي وطبقته، باستثناء سويسرا، انما كانت تأخذ به في الاوقات الاستثنائية واوقات الازمات التي كانت تحدث فيها من اجل التغلب على تلك المشاكل والازمات بأسرع وقت ممكن كفرنسا وتركيا مثلا، فإننا نرى بأنه يمكن مع انتشار فايروس كورونا الحالي في جميع انحاء العالم أن تطبقه دول العالم، لاسيما تلك التي تعاني من ازمات مستمرة ولا تستطيع ان تتخذ القرار السياسي المناسب لاستقرارها بسبب النزاعات والخلافات المستمرة بين من يحكم وبين من هو خارج الحكم (المعارضة).

The council's political system (CPS) is based on a basic idea that the legislative
authority dominates the executive authority as the sole representative of the people,
it authorizes the executive authority to carry out executive activities on its behalf
with the latter remaining subordinate to the former and operating under its supervi-
sion and direction. CPS is considered one of the few systems of Parliament in appli-
cation compared to other parliamentary systems and was often used by countries in
times of crises experienced by them in an attempt to overcome those crises, given
that this system limits the power of actual decision-making to the legislative author-
ity. CPS can be distinguished from other parliamentary political systems both presi-
dential and parliamentary through several things, the most prominent of which is
based on the idea of the relationship between its powers being included in favor of
the legislative authority, and not on the basis of cooperation as is the case in the par-
liamentary system, or on the basis of complete separation as it is the situation in the
presidential system. The results indicated that the success of the implementation of
the council system depends on the nature of the ruling system that will be adopted
and the philosophy that is based on it, in addition to the necessity of a high degree of
political awareness. Through these results, we recommend the application of the CPS
in light of the outbreak of the COVID-19 and the subsequent political and societal
changes.
