الملخص:
سعى القرآن الكريم عبر آياته العظيمة إلى التعرض لقضايا عدة في مجال السياسة ونظم الحكم، ولعل من أبرز الأمور التي عالجها القرآن قضية تداول السلطة وانتقالها وأسباب التداول وآلياته، وكيف انتقلت السلطة من جماعات لأخرى، ومن قبائل لأخرى، والحكمة التي قصدها القرآن من وراء التعرض للقصص الذي احتوى على عمليات تداول السلطة، حيث تتمثل مشكلة البحث في أن القرآن الكريم قد حوى مصطلحات سياسية دقيقة، ومفهوم تداول السلطة يعد واحدا من المفاهيم التي وردت تحت مصطلحات متعددة في القرآن الكريم، حيث تهدف الدراسة إلى التعرف على أصول انتقال وتداول السلطة في القصص القرآني، وتوضيح الركائز والمصطلحات المرتبطة بتداول السلطة في القرآن الكريم، وتعتمد الدراسة الحالية على المنهج الوصفي، وذلك من خلال مراجعة الدراسات السابقة ذات الصلة بالموضوع، مع السعي نحو تحديد المفاهيم والمتغيرات الموجودة بها، مع إيضاح العلاقات بين هذه المفاهيم والمتغيرات حتى يمكن الوصول إلى إطار نظري دقيق يستعين به الباحث في دراسته، ووصولا إلى أهم النتائج والمتمثلة في أن النظام السياسي شامل لكافة شؤون الحياة، حيث أظهرت الدراسة أن النظام السياسي في القرآن الكريم يتمتع بخصائص مميزة ومبنية علي الرؤية الاستراتيجية للدولة الاسلامية، وأن النظام السياسي في القرآن الكريم هو النظام الوحيد الذي لا يقع في قواعده ظلم ولا يوصي بمفسدة علي الكون بأكمله، وهو مبني على الرحمة بالعباد وجلب لهم منافع الدنيا والآخرة ودرء عنهم مفاسد الدنيا والآخرة.

ABSTRACT:
The Holy Qur’an sought through its great verses to address several issues in the field of politics and government systems. Perhaps one of the most prominent issues dealt with by the Qur'an is the issue of the circulation of power and its transfer, the reasons for its circulation and its mechanisms, and how power has moved from one group to the others and from one tribe to another and the wisdom of the Qur’an behind the exposure of stories that contained the circulation of power, where the problem of research that the Qur’an has contained accurate political terms, and the concept of circulation of power is one of the concepts that came under multiple terms in the holy book. The study aims to identify the origins of the transmission and circulation of power in the Qur’anic stories, and to clarify the pillars and terminology pertaining to the circulation of power in the Holy Qur’an. The current study relies on the descriptive approach, by reviewing the previous studies related to the subject, with the clarification of the relations between these concepts and variables so that access to a precise theoretical framework used by the researcher in his study. The study showed that the political system in the Holy Qur’an has distinctive characteristics and is based on the strategic vision of the Islamic state. The political system in the Holy Qur’an is the only system that does not fall under its rules of injustice and does not recommend The whole universe, and is built on mercy and worship and bring them the benefits of the world and the Hereafter and prevent them from the evils of the world and the Hereafter which contains the circulation of power, where the problem of research that the Holy Qur’an has contained precise political terminology, and the concept of circulation of power is one of the concepts that came under several terms in the Koran, where the study aims to identify the origins of transmission and circulation of power in the stories And the clarification of the pillars and terminology related to the circulation of power in the Holy Qur’an. The current study is based on the descriptive approach, by reviewing the previous studies related to the subject, while seeking to identify the concepts and the variables that exist in them, while clarifying the relations between these concepts and variables, The study showed that the political system in the Holy Qur’an has distinctive characteristics and is based on the strategic vision of the Islamic state. For a politician in the Koran is the only system that does not fall into the rules of injustice and does not recommend the destruction of the entire universe, which is based on mercy and worship and bring them the benefits of the world and the Hereafter and prevent them from the evils of the world and the Hereafter.
