لقد مضي على تأسيس مجلس التعاون الخليجي تسعة وثلاثين سنة، وعلى ما كان يظهر من حالة الوئام بين أعضائه في كثير من الأزمات إلا أن الدول وقفت في وجه تلك الأزمات، مما يبشر بولادة تجمع عربي واقعي ناجح قابل للتطور، ولكن فجأة تظهر أزمة خطيرة منذرة بتقطع أوصال ذلك المجلس، هذه الأزمة اشتعلت نيرانها بين المملكة العربية السعودية ودولة الإمارات ومملكة البحرين في صف ودولة قطر في الصف الآخر، وبقيت دولة الكويت وسلطنة عمان على الحياد ساعيتان لحل هذه الأزمة ووأد فتنتها. وإن الراصد للأزمة منذ بدايتها، قد واجه صعوبة وتعسر في فهم ما حصل ومعرفة الأسباب والدوافع لها، وإذا ما بدأنا من الواقع المشاهد كما هو ظاهر، فإن هنالك جملة من العوامل والأسباب التي أشعلت الأزمة، ولذا جاءت الحاجة لهذا الموضوع والذي يوضح أثر هذه الأزمة على مجلس التعاون الخليجي والخشية على مستقبله، وكان من أهداف الدراسة الوقوف على أسباب وجود الأزمة الخليجية القطرية. وتحليل أثر اختلاف تحالفات دول مجلس التعاون الخليجي الإقليمية والدولية وتضارب مصالحها في المنطقة، وكان المنهج الاستقرائي والتحليلي، هو الذي انتهجته الدراسة.
