تهدف الدراسة إلى تحديد العناصر الرئيسة لفجوة الأمن الغذائي العربي وتحليل مؤشرات المعالجة التي يعاد التركيز عليها مراراً في التنمية الزراعية وفي السياسات ذات الصلة. وتركز في عملية تطوير القدرات الزراعية العربية على تجربتي العراق والجزائر كونها من الاقتصادات الغنية بالموارد والفقيرة في الانتاج الغذائي.
المنطقة العربية تعاني، منذ عقود من تبعية غذائية خطيرة ومن اعتماد متفاقم على الاستيرادات رغم وفرة الموارد المادية والمالية والمائية اللازمة لتحقيق لإكتفاء الذاتي. وتفترض أن المشكلة مؤسساتية أكثر منها تنموية حقيقية وتقترح الإنطلاق في معالجة جذور المشكلة على العلاقات التي يمكن تقديرها من أنموذج رياضي للإستثمار في القطاعات التقانية للإرواء وللإنتاج الواسع وفي استخدام الأراضي الزراعية.

الملخص الانجليزي
This paper aims at identifying the key elements of the Arab food security gap, analyzing the indicators of treatment, repeatedly re-focus on agricultural development and policies related. The core element may Lies in the development of Arab agricultural capacity, exploring the experiences of Iraq and Algeria being of resource-rich economies but drive short in food-producing.
Since they have not financial problems, all the Arab regions had harmed along decades of severe food dependency. They relied on increasing imports of food despite the abundance of material, finance, and water resources required to procure self-sufficiency. The work assumes that the difficulty is of an institutional one more than real development policies. It suggests scurrying to address the root of the problem on the relationships that can be estimated by a mathematical software model for investments in irrigation, mass production areas, and technological equipment of production. The work has reached many conclusive findings.
