موضوع البحث: يتعـلق البحث بأحد المظاهر السلبيـة الحديثـة التي ظـهرت في أثنـاء تفشي وباء كورونا المستجد وهــو سوء استخدام التصاريح الإلكترونية مـن بعـض الأشخاص للخروج أثناء حظر التجوال واستغلالهــا في غـير الأغراض المحددة للخـروج أثـناء فترة حظـر التجوال.
أهداف البحث: يهدف بحثنا كما هو واضح إلى محاولة تكييف هذا السلوك، والبحث في مدى اعتباره جريمة جنائية وفقاً للقوانين الجزائية أم هو مجرد مخالفة إدارية تقتصر على وضع بلوك على البطاقة المدنية من قبل السلطات الحكومية باعتبارها الجهة المصدرة للتصريح، ويهدف بحثنا كذلك إلى البحث في مدى انطباق وصف التزوير الإلكتروني على هذا السلوك.
منهجية البحث: اعتمدنا في البحث على المنهج التأصيلي حيث سنناقش بعض الموضوعات التي تستوجب إثارتها في البحث وتحليلها وصولاً إلى مدى انطباق وصف هذا السلوك كتزوير إلكتروني معاقب عليه في التشريعات الإلكترونية الحديثة.
حدود البحث: اعتمد البحث على القوانين المعمول بها في دولة الكويت وذلك خلال فترة تفشي وباء كورونا المستجد.
نتائج البحث: انتهينا إلى اعتبار هذا السلوك تزويراً إلكترونياً تتوافر فيه كافة عناصر التجريم الواردة في قانون التعاملات الإلكترونية وأيضاً في قانون مكافحة جرائم تقنية المعلومات.

Research Topic: The Research relates to one of the recent negative phenomena that appeared during the outbreak of the Coronavirus pandemic, which is the misuse of electronic permits for some persons to exit during the curfew and to exploit them for purposes other than those set out during the curfew period.
Research Objectives: Our Research clearly aims to try to describe this behavior and research as to whether it is considered a criminal offense according to the criminal laws or is it merely an administrative violation that is limited to placing a block on the civil ID by the government authorities as the authority issuing the permit. Our Research also aims to investigate the extent to which the description of electronic fraud applies to this behavior.
Research Methodology: In the Research, we relied on the fundamental approach, where we will discuss and analyze some of the issues that need to be raised in the Research in order to reach the extent that this description of behavior applies as electronic fraud, punishable in modern electronic legislation.
Research Limits: The Research relied on the laws in force in the State of Kuwait during the period of the Coronavirus pandemic.
Research Findings: We have concluded that this behavior is considered electronic fraud, in which all the elements of criminalization stipulated in the Electronic Transactions Law and also in the Information Technology Crime Law are available.
