الجودة تعنى أن نرى أنفسنا بشكل أفضل كما يرانا الآخرون وليس كما نرى نحن أنفسنا، وتعتبر الجودة من أهم مواضيع الساعة في المجتمع المعاصر، وهذا ما يتضح في وجود العديد من المراكز والهيئات الجودة والاعتماد التعليمية التي تهدف إلى تجويد العملية التعليمية داخل مؤسسات التعليم .
حيث أصبح هناك اهتمام بالجودة والاعتماد من خلال وضع المعايير الأكاديمية التي تقود العمل في المؤسسات التعليمية وبكيفية استخدام أساليب وأدوات ضمان جودة أداء هذه المؤسسات، كما أن تطوير هذه المعايير يحظى باهتمام كبير في المنظومة التعليمية لجعلها منظومة تستجيب للتخطيط المستقبلي، كما أن مفهوم الجودة والاعتماد ليس مفهوماً منفرداً في رحاب المستجدات وإنما نجده مرفقاً ومرتبطاً بالعديد من المفاهيم كالدعوة إلى ربط التعليم بالتنمية المستدامة ، وتحقيق التنمية البشرية على جميع الأصعدة ...إلخ ، كما أن جودة المخرجات أصبحت هدفاً أساساً لكل مؤسسة تعليمية وأصبحت محكاً؛ بناءً عليه تتم المقارنة بين المؤسسات، حتى أن الناس أصبحوا يفضلون التحاق أبنائهم بمؤسسة دون أخرى لاعتبارات الجودة والاعتماد وليس لاعتبار الرصيد التاريخي فقط والذي قد يكون تحقق لا بفعل الجودة في الأداء والمخرجات بل بفعل الظروف والاعتبارات الزمنية والسياسية التي حظيت بها جامعة دون أخرى.
وتتناول هذه الورقة تطور التجربة الليبية في الجودة والاعتماد من خلال تأسيس مركز ضمان جودة واعتماد المؤسسات التعليمية وتحديد أهم أهدافه ، كما تحاول الإجابة على بعض التساؤلات أهمها :
• ما هي المراحل التي مرت بها المعايير الاعتماد ؟
• لماذا تطوير المعايير الاعتماد؟ إضافة إلى تحديد الأسس والمرتكزات التي استندت عليها عملية التطوير؟
• المقارنة بين آليات الاعتماد السابقة والحالية لمؤسسات التعليم العالي الليبية؟

Quality is about seeing ourselves better as others see us, not as we see ourselves. Quality is one of the most important contemporary topics in contemporary society. This is evident in the existence of many centers and bodies of quality and educational accreditation aimed at improving the educational process within educational institutions.
There is an interest in quality and accreditation through the establishment of academic standards that lead the work in educational institutions and how to use the methods and tools to ensure the quality of performance of these institutions, and the development of these standards is of great interest in the educational system to make them responsive to future planning, and the concept of quality and accreditation is not A unique concept in the renaissance of developments, but we find attached and linked to many concepts such as calling for linking education to sustainable development, and achieve human development at all levels ... Etc., Thus, the quality of outputs has become the primary objective of every educational institution and has become a test; accordingly, institutions are compared, so that people prefer to enroll their children in an institution rather than another for quality and reliability considerations rather than merely considering the historical balance which may be achieved not by quality in performance and outputs but by The circumstances and the temporal and political considerations enjoyed by one university without another.
This paper deals with the development of the Libyan experience in quality and accreditation through the establishment of a quality assurance center and the accreditation of educational institutions and identify the most important goals. It also tries to answer some of the most important questions:
• What are the stages passed by the accreditation criteria?
• Why develop accreditation standards? In addition to identifying the foundations and foundations on which the development process was based?
• Comparison of past and current accreditation mechanisms for Libyan higher education institutions?
