تطور مفهوم الامن الوطني بفعل التغييرات الدولية وتشابك العلاقات بين الدول التي اضافت مسارات متعددة ومتنوعة جديدة للأمن أهمها الامن الانساني والاجتماعي والاقتصادي والغذائي، ومعه باتت الدول تبحث عن تحقيق افضل الفرص للأمن الوطني من خلال تعزيز شرعية ممارسة السلطة، لذا اتخذ العراق مسارًا مغايراً في وضع سياسات الأمن الوطني وفقًا لطبيعة دور الدولة العراقية بعد عام 2003 ، والتي تضمنت إعادة تأسيس النظام السياسي، وإيجاد ترتيبات للأمن الوطني في ضوء وثيقة دستورية ديمقراطية يفترض بها أن توفر مزيداً من الفرص، لكن تلك الترتيبات لم تخلُ من التحديات التي رافقت بناء نظام أمني مستدام، التي تحتاج الى تنفيذ أليات على الصعد المختلفة من اجل تعزيز الانتصار العسكري والأمني على التنظيمات الإرهابية.

The concept of national security has evolved due to international changes and the intertwined relations between countries that have added multiple and diverse new paths to security, the most important of which are human, social, economic and food security. and the Iraq used new path in developing national security policies according to the nature of the role of the Iraqi state after 2003, and the creation of arrangements for national security in light of a democratic constitutional document that is supposed to It provides more opportunities, but these arrangements have not been without the challenges that accompanied the building of a sustainable security system, which needs to implement mechanisms at various levels in order to strengthen the military and security victory over terrorist organizations.
