تعد الحوسبة السحابية من الجيل الخامس للحواسيب، وهي إحدى تطبيقات الويب 2.0، فهي بمثابة ظاهرة جديدة في الإنترنت، حيث تمثل اتجاها تقنياً هاماً، يتوقع لها العديد من الخبراء أنها ستعيد تشكيل عمليات تكنولوجيا المعلومات(IT)، لما تتميز به تطبيقاتها من توفير التكلفة وقابلية التوسع، والقدرة الاستيعابية الهائلة وسرعة التحميل، والتخزين عند الطلب، إضافة الى تعظيم قوة التعاون وبناء تواجد افتراضي موحد على الانترنت.
اذ تجابه مرافق أو مؤسسات المعلومات اليوم وباستمرار تحديات ومخاطر في آلية القيام بأنشطتها وتقديم خدماتها بشكل مرضي لاحتياجات المستفيدين . ويكمن التحدي في مواكبة وتبني أحدث النظم والتكنولوجيات المتوفرة، واستمرارية كوادرها على درجة عالية من الكفاءة والمقدرة، لذا فان جودة خدماتها وكفاءة أنشطتها مرهونا بعدة فرص من اجل تحسين خدماتها، ومن بين أهمها : مواكبتها لأحدث النظم التكنولوجية كتوظيف تطبيقات نظم الحوسبة السحابية.
وعلى الرغم من المجالات المتعددة لأنماط الإفادة من نظم الحوسبة السحابية وما تحققه من مشاركة فعالة في تدفق وانسياب المعلومات والنشر الالكتروني وإثراء المحتوى المعرفي ومن ثم جودة خدمات المعلومات ألمقدمه، إضافة لتعزيز التعاون وبناء تواجد موحد على الانترنت. الا انه من الملاحظ على العديد من مرافق المعلومات تعثرها في توظيف نظم الحوسبة السحابية.
لذا فان السؤال الذي يتبادر للأذهان والذي يمكن اعتباره هدفا أساسيا تسعي الورقة البحثية للإجابة عنه ألا وهو: ما هي المقومات أو الدعائم لتوظيف الحوسبة السحابية باعتبارها بمثابة البنية التحتية لتقديم خدمات معلوماتية تتوافق مع احتياجات مستفيدين عصر المعرفة ؟

The fifth-generation cloud computing, a Web 2.0application, is a new phenomenon in the Internet.
It is an important technical trend that many experts expect will reshape IT operations because of their cost-effective and scalable applications.
Expansion, massive capacity, download speed, storage on demand, maximizing collaboration and building a unified online presence.
Information facilities or institutions today face constant challenges and risks in the way they conduct their activities and provide their services satisfactorily to the needs of the beneficiaries.
The challenge is to keep abreast of the latest systems and technologies, and to maintain a high degree of efficiency and capability.
The quality of its services and the efficiency of its activities are subject to several opportunities to improve its services, including: In spite of the multiple areas of cloud computing utilization and effective participation in the flow and flow of information and electronic publishing, enriching knowledge content and thus the quality of information services provided, as well as enhancing cooperation and building a unified online presence.
However, it is noticeable that many information facilities have failed to employ cloud computing systems.
The question that comes to mind, which can be considered as a primary objective of the research paper, is: What are the elements or pillars for employing cloud computing as the infrastructure to provide information services that correspond to the needs of knowledge age beneficiaries?
