تركزت مشكلة الدراسة في تحديد حجم فجوة الموارد المحلية في الاقتصاد الفلسطيني وتطورها وقياس أثرها في الناتج المحلي الإجمالي خلال الفترة (1994 - 2018)، وافترضت وجود علاقة ذات دلالة إحصائية بين فجوة الموارد المحلية والناتج المحلي الإجمالي في فلسطين. وهدفت الدراسة إلى تحليل تطور فجوة الموارد المحلية في الاقتصاد الفلسطيني وتحديد الأسباب التي أدت إلى وجودها، وقياس أثرها في الناتج المحلي الإجمالي، واقتراح السياسات الاقتصادية الملائمة من أجل معالجة فجوة الموارد المحلية في الاقتصاد الفلسطيني.
استخدمت الدّراسة المنهج التاريخي لتتبع الظاهرة محل البحث، بالإضافة إلى المنهج الوصفي والتّحليلي، لعرض وتحليل البيانات، كما تمّ استخدام أسلوب التّحليل القياسي، لاستقصاء حجم تأثير فجوة الموارد المحلية في الناتج المحلي الإجمالي، وذلك باستخدام سلسلة من الاختبارات الحديثة.
أظهرت نتائج التّحليل الوصفي انخفاض معدلات الادخار المحلي بشكل واضح على عكس معدلات الاستثمار الإجمالي الذي كان مرتفعًا في بعض الأحيان ومتذبذبة في أحيانٍ أخرى مقارنة مع الادخار، مما أدى إلى قصور وعجز الادخار المحلي عن تغطية الاستثمار، وبالتالي وجود فجوة سالبة في الموارد المحلية في فلسطين خلال الفترة محل الدراسة، كما أظهرت نتائج التّحليل القياسي وجود علاقة عكسية بين فجوة الموارد المحلية والناتج المحلي الإجمالي، وهذه النتيجة انسجمت مع واقع تطور فجوة الموارد في فلسطين، التي تأثرت بمعدلات الادخار المنخفضة خلال الفترة محل الدراسة.
وأوصت الدراسة بضرورة تبني استراتيجية لتمويل فجوة الموارد المحلية بالاعتماد على القدرات الذاتية للاقتصاد الفلسطيني تكون قادرة على معالجة فجوة الموارد المحلية من جهة، وتجنب الاقتصاد الفلسطيني من احتمالية نشوء أية تشوهات أو اختناقات مرافقة لعملية التنمية في المستقبل من جهة أخرى، كما أوصت بضرورة تسهيل وتوسيع الأوعية الادخارية لتشجيع ذوي الدخل المحدود على الادخار بمبالغ تتناسب مع دخولهم، ووضع سياسات لجذب أكبر قدر من المدخرات، والعمل على استغلال الودائع داخل فلسطين، خاصة الودائع التي تستثمر خارج البلاد.

The problem of the study focused on determining the size and development of the local resource gap in the Palestinian economy and measuring its impact on GDP during the period (1994 - 2018), and it assumed a statistically significant relationship between the local resource gap and GDP in Palestine.
The study aimed to analyze the development of the local resource gap in the Palestinian economy, determine the reasons that led to its existence, measure its impact on the gross domestic product, and propose appropriate economic policies in order to address the local resource gap in the Palestinian economy.
The study used the historical method to track the phenomenon in question, in addition to the descriptive and analytical method, to display and analyze the data, and the standard analysis method was used, to investigate the size of the impact of the domestic resource gap on the GDP, using a series of modern tests.
The results of the descriptive analysis showed a clear decrease in domestic saving rates, in contrast to the overall investment rates, which were sometimes high and fluctuating at other times compared to saving, which led to the shortfall and inability of domestic saving to cover investment, and consequently the existence of a negative gap in domestic resources in Palestine during The period under study, and the results of the standard analysis showed an inverse relationship between the domestic resource gap and the GDP, and this result was consistent with the reality of the development of the resource gap in Palestine, which was affected by low saving rates during the period under study.
The study recommended the need to adopt a strategy to finance the local resource gap, relying on the self-capacity of the Palestinian economy, to be able to address the local resource gap on the one hand, and to avoid the Palestinian economy from the possibility of any distortions or bottlenecks accompanying the development process in the future on the other hand, it also recommended the necessity of facilitating and expanding savings vessels to encourage people with limited income to save in amounts commensurate with their income, and setting policies to attract the largest amount of savings, and working to exploit deposits inside Palestine, especially deposits that invest outside the country.
