شهد العراق عام 2003 تطورات ملحوظة في مسألة التعامل مع الأقليات وحمايتها عبر السعي لكفالة الحقوق والحريات لأفرادها في دستور عام 2005، الا ان صورٍ سلبية عديدة قد قلصت من نجاعة تلك الترتيبات واضحى أفراد الأقليات يفتقرون الى وسائل الحماية، وكان المنعطف الاخطر هو عام 2014 واستباحة التنظيمات الارهابية لمناطق واسعة جلها كانت مناطق تتركز فيها الأقليات كنينوى وديالى وصلاح الدين، واليوم وبعد اندحار التنظيمات الارهابية (داعش) من أغلب المناطق العراقية، لا يزال العديد من أفراد الأقليات يفتقرون الى وسائل الحماية، التي من شأنها إعادة ربطهم بالمنظومة المجتمعية العراقية، وتلك تحتاج الى تنفيذ وسائل وأليات وترتيبات للنهوض بواقع تلك الأقليات باعتبارهم جزء اصيل من نسيج العراق الاجتماعي.
