تهدف هذه الورقة إلى تسليط الضوء على متطلبات تطوير وحوكمة المنظومة الصحية في المنطقة العربية في ظل الاستجابة لأزمة كوفيد-19 المستجد الذي يعتبر امتحانا صعبا على هذه الدول. وتسعى هذه الورقة إلى تحقيق عدة أهداف منها، تعزيز التواصل بين الدول العربية الأعضاء وتبادل المعلومات والتنسيق المستمر بين الهيئات الصحية والقطاعات ذات العلاقة في الدول العربية وتقديم كل الدعم إلى الدول المتأثرة بالفيروس عند رصد حالات الإصابة في الدول العربية. وكذلك ضرورة وجود دليل استرشادي حول جاهزية المؤسسات الطبية في الدول العربية لمواجهة الأوبئة والكوارث، والتصدي للشائعات بشأن جائحة كورونا التي قد تكون أحيانا مقلقة للمجتمع أكثر من المرض نفسه، وأهمية تعزيز قدرات البلدان للتعاون مع حالات الطوارئ الصحية.
وكذا الطريقة التي قد تؤمن فيها الأزمة فرصة لصانعي السياسات العربية والمجتمع الدولي لإعادة التفكير في الاستجابات المؤسساتية والتغلب على شوائب الحوكمة، وقد وصلت أنظمة الرعاية الصحية والاقتصاديات لدى معظم الدول العربية إلى أقصى حدود قدراتها، فيما باتت الدول الهشة والمتأثرة بالصراعات منكشفة بشكل كبير، حتى الدول المستقرة ذات الدخل الأعلى في المنطقة تأثرت إلى حد بعيد.

This paper aims to shed light on the requirements for developing and managing the health system in the Arab region in light of the response to the emerging Covid-19 crisis, which is considered a difficult test for these countries. This paper seeks to achieve several goals, including strengthening communication between Arab member states, exchanging information and continuous coordination between health authorities and related sectors in Arab countries, and providing all support to countries affected by the virus when monitoring cases of infection in Arab countries. As well as the need for a guidebook on the readiness of medical institutions in Arab countries to face epidemics and disasters, and to address rumors about the Corona pandemic that may sometimes be more disturbing to society than the disease itself, and the importance of strengthening countries' capacities to cooperate with health emergencies.
As well as the way in which the crisis may provide an opportunity for Arab policymakers and the international community to rethink institutional responses and overcome the flaws of governance. Health care systems and economies in most Arab countries have reached the limits of their capabilities, while fragile and conflict-affected states have become largely exposed, even states. The highest income stable in the region was affected to a large extent.
