تهدف هذه الدراسة إلى وضع تصور مقترح للمؤهلات التربوية والنفسية اللازمة لإعداد المعلم الفلسطيني قبل الخدمة من وجهة نظر المعلمين، وقد قام الباحث بوضع استبانة لجمع البيانات اللازمة من إعداده، كما وضع منهجاً للدراسة نظراً لخصوصيتها فقد اقترح أن يكون المنهج الوصفي التحليلي وطبق الاستبيان على عينة من معلمي الجامعة الإسلامية والقدس المفتوحة، بعينة عددها (160) معلم ومعلمة، وأخذت عشوائياً، فقد توصلت هذه الدراسة إلى مجموعة من النتائج كان أهمها ما ورد في إجابة تساؤلات هذه الدراسة أن اختيار المعلم الفلسطيني لابد وأن يكون مواكباً لتطورات العصر، مؤهلاً بالمعرفة المهنية اللازمة له، وقد أوصى الباحث بمجموعة من التوصيات كان من أهمها، تدريب المعلم الفلسطيني على مهارات خاصة باستخدام التقنيات التعليمية الحديثة وتطويعها لخدمة الطلاب.

This study aims to conceptualize the proposal of the qualifications of educational and psychological for the preparation of a Palestinian teacher pre-service from the perspective of teachers, and the researcher developed questionnaire to collect the necessary data from the preparation, also developed a method for the study because of their specificity has been proposed to be descriptive and analytical approach and applied the questionnaire on a sample of teachers of the Islamic University and Al Quds Open, sample number (160) teachers, and taken at random, the findings of this study to a group of results was the most important are mentioned in the answer to questions of this study that the choice of Palestinian Teacher's should be up to date with modern developments, qualified with the knowledge necessary professional has , the researcher has recommended a set of recommendations was the most important, teacher training on the skills of the Palestinian private use of modern educational technologies and adapt them to serve the students.
