إن التغيير الذي يحدث من أثر تطور قنوات الاتصالات من شبکات سلکية ولاسلکية، إضافة الى استخدام الأقمار الصناعية في نقل المعلومات على أعمق وأدنى مستوى، ويلاحظ أنه يبدأ دائماً على مستوى النسق الثقافي في نطاق الأفکار والقيم، ومن ثم يؤثر في البنية السلوکية أو قواعد السلوک ليمد جذوره في الکيان المجتمعي بأسره. ولعل هذا يمثل أحد ملامح الظاهرة المعلوماتية ألا وهي التداخل الثقافي، الذي من خلاله استطاعت الدول الأکثر تقدماً بأدواتها وخبرتها ومنسوجها الثقافي، أن تغزو المجتمعات الأقل تقدماً. الأمر الذي جعل هذه الأخيرة تفتقر لروح الثقة بعناصر حضارتها وأصالة تفکيرها، مما أدى الى ذوبان ثقافتها ومقومات أصالتها، وصارت تعيش على هوامش المجتمعات الأکثر تقدماً فاقدة بذلک نسيج ثقافتها ومفردات لغتها، باعتبار أن اللغة تعد آلة التفکير والنقد والتعليم وفقدانها يمثل خطراً جسيماً يهدد الکيان المجتمعي.من الملاحظ في هذا المنعطف الحرج إشکالية غاية في الخطورة تترکز في إطارها الأهداف والمحاور التحليلية لهذه الورقة البحثية : الا وهي تحديات الغزو الثقافي الاجنبي والتدفق الاحادي للمعلومات والمعرفة، يجعل من صورة معظم دول المنطقة العربية على الخارطة المعلوماتية قاتمة، بسبب الحواجز اللغوية وضعف المحتوى المعلوماتي العربي امام الغزو الثقافي الاجنبي، کنتيجة طبيعة لابتعاد استرتيجيات معظمها عن الروح القيمية لمبادئ المجتمع العربي الإسلامي، الا ان تلک التحديات جميعها قد تطرح فرصا اذ ما تنبهت الدول واخذت على عاتقها العمل الجاد نحو ابتکار آليات ومبادرات جديدة لأدوار مستقبلية واعدة من اجل تجسير الفجوة وتعزيز المحتوى الرقمي العربي .

Which made the latter lack the spirit of confidence in the components of its civilization and the originality of its thinking, which led to the melting of its culture and the elements of its originality, and became living on the margins of more advanced societies, and thus the loss of the fabric of its culture and the vocabulary of its language, given that language is a thinking, criticism and education machine, and its loss constitutes a serious threat to the entity of society. .
At this critical juncture, an extremely dangerous problem is observed in which the objectives and analytical axes of this research paper are concentrated: the challenges of foreign cultural conquest and the unilateral flow of information and knowledge, which makes the image of most Arab countries. The information map is bleak, due to linguistic barriers and weak Arabic information content. In the face of foreign cultural invasion, as a result of the nature of most strategies, they moved away from the value spirit of the principles of the Arab Islamic community. Nevertheless, all these challenges may present opportunities as countries have alerted and take on serious work towards devising new mechanisms and initiatives for promising future roles in order to bridge the gap and promote digital Arabic content.
