يهدف هذا البحث (الشورى في النظام الإسلامي) إلى توضيح مفهوم الشورى بمعناها الأوسع؛ حيث تتعدى كونها مجرد الاستشارة الاختيارية، أو المشورة غير الملزمة، وأهميتها في العصر الحديث، ومجالاتها والتي لا تتوقف فقط عند المجال السياسي دون غيره؛ وأيضا فقد تطرق هذا البحث إلى صفات أهل الشورى والتي يطلق عليهم اصطلاحا أهل الحل والعقد، كما تطرق إلى وضع غير المسلمين في عملية الشورى ، وخلص إلى أحقيتهم بعضوية مجالس الشورى في العصر الحديث باعتبارهم مواطنين كاملي المواطنة، وأخيرا فقد ناقش البحث مدى حق المرأة في عضوية هذه المجالس، وتوصل البحث إلى ترجيح الرأي القائل بجواز مشاركتها وأن المصلحة تقتضي أن يناقش أحوال النساء وأمورهن واحتياجهن.
وقدا اعتمد البحث على عدة مناهج بحثية، تتمثل في المنهج التحليلي، والاستنباطي، والنقدي.

This study aimed to identifying the broadest sense of the word "ash-Sura". Thus, it has great significance, not only as unnecessary or optional consultation.
The current study also focuses on identifying the importance of "counseling" in the modern age and using it in different fields, not only political sides. It also recognizes the character of consulters, known terminologically as "consensus of the people in authority".
It also identified non-Muslims rights in such process and how they have the right to be members in councils as full citizens at modern times.
Finally, the researcher discusses the women right as a member in such council, he supported groups who say that women has the right to do such action; it is licit. It is better to discuss the women concerns that we can ensure a good life.
This study adopted deferent methodologies represented in analytical, Deductive and critical approach.
