تهدف هذه الورقة البحثية إلى تسليط الضوء على ظاهرة الفساد واستراتجيات مكافحته، بحيث يعتبر الفساد أحد أخطر وأعظم المعوقات والمشکلات التي تقف أمام تحقيق التنمية، حيث أنه يساعد في تآکل عوائد التنمية ويحد من قدرة الدولة على تحقيق عدالة التوزيع فيما بين أفراد المجتمع. وقد توصلت هذه الورقة البحثية إلى أن قضية الفساد تتطلب إيجاد صيغ قانونية وتشريعية ومؤسسية. وتبني نظام ديمقراطي يوفر العدالة والمساواة وتكافؤ الفرص، ويقوم على مبدأ فصل السلطات الثلاث التنفيذية والتشريعية والقضائية، وسيادة القانون من خلال خضوع الجميع للقانون والمساواة أمامه وتنفيذ واحترام أحكامه، وقيام النظام على الوضوح والمحاسبة.

This research paper aims to shed light on the phenomenon of corruption and strategies to combat it, so that corruption is considered one of the most serious and greatest obstacles and problems that stand in the way of achieving development, as it helps in the erosion of development returns and limits the state's ability to achieve distributive justice among members of society. This research paper concluded that the issue of corruption requires finding legal, legislative and institutional formulas. And the adoption of a democratic system that provides justice, equality and equal opportunities, and is based on the principle of the separation of the three executive, legislative and judicial powers, and the rule of law through everyone’s submission to the law and equality before it, the implementation and respect of its provisions, and the system being based on clarity and accountability.
