يعد الفساد في المرحلة الراهنة من ابرز الظواهر التي تغزو الدولة بكل مفاصلها خاصة الحيوية منها والإستراتيجية؛ لكونها أصبحت ثقافة شائعة أكثر من كونها نظريات واتجاهات للدراسة لا بل أصبحت تشكل جزء كبير من مختلف الحياة الاجتماعية والاقتصادية والسياسية وحتى الثقافية والأخلاقية، وعلى الرغم من الدعوات من مختلف الشرائح بضرورة القضاء على الفساد وتحجيمه إلا انه بمرور الوقت بدلاً من أن يضعف ويضمحل، وينتهي يزداد قوة وحصانة، ومن هذا المنطلق يتضمن هذا البحث التعريف بالفساد وأنواعه وأسبابه، والأطر الخاصة بدراسته من اجل معرفة مواطن ضعفه، والعمل عليها وتسخيرها من اجل القضاء عليه ومواطن قوته من اجل إضعافها، وكسر طريق امتداداته وتحجيمه واستئصاله من جذوره .
وبناءً عليه تم تقسيم بحثنا الموسوم بــ (الفساد كأحد معوقات الاستقرار السياسي في العراق) على ثلاث مباحث يتضمن الأول التعريف بماهية الفساد، بينما ركز المبحث الثاني على أسبابه وأشكاله، في حين عالج المبحث الثالث رؤى وآليات مكافحة ظاهرة الفساد في العراق.

Accordingly, our research, which is characterized by; (corruption as one of the obstacles to political stability in Iraq), was divided into three sections, the first defining the nature of corruption, the second focusing on its causes and forms, and the third dealing with visions and mechanisms to combat corruption in Iraq.
