تهدف هذه الورقة إلى رصد الجوانب المتعلقة بالتحكيم في المجلات العلمية في الجزائر، من حيث الثغرات التي يشهدها النشر العلمي في الجزائر، بسبب غياب سياسة موحّدة واضحة المعالم في هذا المجال على مستوى جامعات الوطن، وفي ظل استقالة مديريات النشر عن أداء وظائفها.
وترصد الورقة المشكلات المرتبطة بتحكيم المجلات، والشروط المعتمدة في تشكيل لجان القراءة، وطبيعة المعايير والمبادئ المعتمدة لضبط عملية التحكيم العلمي، ومدى التزام المراجعين ببنود التحكيم، وطريقة التعامل مع التأخر في تحكيم المقالات، والتحكيم العشوائي، والتناقضات التي قد تحدث بين المحكمين. كما تتصدى للمسائل المرتبطة بالحقوق المهنية للمحكّمين، كالحصول على رسوم ولو كانت بسيطة نظير العمل المبذول، واعتبار مساهماتهم جهدا علميا يعتد به في الترقيات المهنية.

This paper aims to supervise reviewing aspects in scientific journals in Algeria, in terms of the gaps in scientific publishing in Algeria, due to the absence of a unified and clearly defined policy in this field at the level of the universities of the country, and in light of the resignation of the directorates of publishing about the performance of their functions.
The paper monitors the problems associated with the arbitration of journals, the conditions adopted in the formation of reading committees, the nature of the standards and principles adopted to control the scientific arbitration process, the extent to which reviewers adhere to the arbitration clauses, the method of dealing with delays in the arbitration of articles, random arbitration, and the contradictions that may occur between arbitrators. It also addresses issues related to the professional rights of arbitrators, such as obtaining fees, even if small, for the work done, and considering their contributions as a scientific effort that is reliable in professional promotions.
The paper proposes a set of solutions and alternatives to fill the gaps experienced by the refereed scientific journals in Algeria, with regard to the field of arbitration, in order to codify and control this basic process in raising the quality of the scientific publishing system.
