تحاول الدراسة إلقاء الضوء على برنامج نظم الدورية المفتوحة کنموذج للنظم مفتوحة المصدر لإدارة الدوريات العلمية ونشرها، وفى إطار ذلک تتناول الدراسة التعريف بالنظم مفتوحة المصدر لإدارة الدوريات مع عرض نماذج لهذه النوعية من النظم، وحسابات المستخدمين التى تتيحها وصلاحياتها، والخطوات الأساسية للنشر فى دورية علمية باستخدام النظم مفتوحة المصدر، والعائد من استخدام برنامج نظم الدورية المفتوحة فى المؤسسات العربية، وأخيرا عرض المواصفات الوظيفية والخصائص العامة لبرنامج نظم الدورية المفتوحة فى ضوء القائمة المعدة لهذا الشأن.

The study aims to determine the functional specifications and the general characteristics of open source software for journal management and publishing, with the verification of the availability of those specifications and characteristics in Open Journal Systems (OJS) from the Arab viewpoint. The study is based on the survey method to limit the open source software for journal management and publishing, and to identify the functional specifications of such software, with the use of the evaluation method to evaluate OJS depending on the checklist prepared for this purpose.
The study concluded that OJS is one of the best software suits, which can be used in the management of journals and publishing because of the institutional and technical support available for the program, and they may verify functional specifications supposed to be available in the program increased by 98.2%. The study provided a list of functional specifications and general characteristics that must be available in open source software for journal management and publishing, and that can be reliable enough in evaluating and selecting appropriate programs in the building and developing the journal management and publishing.
