تعتبر عملية الرقى بالعنصر البشرى ( اخصائى المعلومات ) من العمليات الضرورية والهامة والتي تؤثر تأثيراً ايجابياً على كفاءة سير العمل بالمكتبات ومراكز المعلومات. وفى ضؤ التطورات التقنية المتلاحقة التي يشهدها مجال المعلومات اقتضى الأمر توفير اخصائى معلومات قادر على مواكبة ماتفرزه هذه التقنيات والتي بدورها أثرت في الدور المنوط لأخصائيي المعلومات. وقديماً كان اخصائي المعلومات يقدم المعرفة في صورة تقليدية مبسطة أما اليوم فقد أصبح اخصائي المعلومات يساهم مساهمة فعالة في إنتاج المعرفة بالابتكار والإبداع ومن ثم بثها للآخرين.
اى أن في عصر المعرفة أصبح التركيز على العنصر البشري في إدارته، ومن المسلم به أن هناك علاقة وطيدة تربط اختصاصي المعلومات بالمعرفة. بالإضافة إلى إتقان استخدام التقنيات الحديثة فإن أخصائي المعلومات يجب أن يعرف مدى أهمية المعلومة للمستفيد وكيف سيستخدمها. وفى ظل تطورات العصر ودخول التقنية، أصبح لابد أن يكون أمين المكتبة مؤهلا أكاديميا لتأدية عمل تخصصي، وهذا التأهيل اختلف هو الآخر مع مرور الزمن ، ففي ظل تقنية المعلومات وظهور الشبكة العنكبوتية inter net وغزارة المعلومات ، وعجز الأوعية على حصرها . تطلب الأمر وجود أفراد ذوى مهارات وكفايات خاصة مؤهلين على مستوى تقني عالي حتى يتمكنوا من التعامل مع الفيض الهائل من
