المستخلص:
على الرغم من الاهتمام الواسع الذي حظيت به دولة الرفاه على الصعيدين النظري والعملي الا ان هناك قلة من الدراسات التي حاولت الربط بين قدرة الدولة على بناء مجتمع الرفاه وبين البيئة الاقليمية للدولة (التحديات الامنية الاقليمية، التحديات الاقتصادية، التحديات البيئية، التحديات الثقافية).
ولهذا يهتم هذا البحث بدراسة طبيعة علاقة التأثير والـتأثر بين سعي الدولة الى تحقيق هدف الرفاه وطبيعة الاوضاع الاقليمية السائدة عبر تبني فرضية مفادها ان هذا المسعى لا يمكن ان يتحقق الا إذا سادت انماط من العلاقات الاقليمية التعاونية على الصعد الامنية والاقتصادية والبيئية.
وللتحقق من ذلك اعتمد البحث على طروحات المنهج الوصفي التحليلي في تناول الظاهرة موضوع البحث الذي قسم بالإضافة الى المقدمة والخاتمة الى مبحثين:
المبحث الاول: يهتم بالجانب النظري بالتركيز على مفهوم دولة الرفاه من خلال تحديد الدلالة اللغوية والاصطلاحية لمفهوم الرفاه وبيان بعض المفاهيم المرتبطة به مثل مفهوم الرعاية، التنمية، في المطلب الاول وفي المطلب الثاني نتناول مفهوم دولة الرفاه.
ويتناول المبحث الثاني العلاقة بين دولة الرفاه والبيئة الاقليمية من خلال دراسة الاوضاع الامنية الاقليمية في المطلب الاول والبحث في التحديات الاقتصادية في المطلب الثاني ويعالج المطلب الثالث التحديات البيئية التي تواجه دولة الرفاه اما المطلب الرابع فيتناول التحديات الثقافية.

Abstract
Despite the wide attention that the welfare state has received at the theoretical and practical levels, there are few studies that have tried to link the state's ability to build a welfare society with the regional environment of the state (regional security challenges, economic challenges, and environmental challenges.
Therefore, this research is interested in studying the nature of the relationship of influence and influence between the state's pursuit of the goal of well-being and the nature of the prevailing regional situations by adopting the hypothesis that this endeavor can only be achieved if patterns of cooperative regional relations prevail at the security, economic and environmental levels.
To verify this, the research relied on the theses of the descriptive analytical method in dealing with the phenomenon the subject of the research, which in addition to the introduction and conclusion was divided into two researchers:
The first research: it is concerned with the theoretical aspect by focusing on the concept of welfare state by determining the linguistic and terminological significance of the concept of welfare and indicating some of the concepts associated with it, such as the concept of care, development, in the first requirement and in the second requirement we deal with the concept of welfare state.
The second section deals with the relationship between the welfare state and the regional environment by studying the regional security situation in the first requirement and researching economic cooperative relations in the second requirement and the third requirement addresses the environmental challenges facing the welfare state.
