تنطلق هذه الدراسة من فرضية أساسية هي "بناء الديمقراطية المستدامة في الوطن العربي تعتمد بدرجة كبيرة على بناء مجتمع مدني واعٍ وحـر ومتماسك وقوي". ويتناول الكتاب من منظور تاريخي ومنهج وصفي تطور مفهوم المجتمع المدني من العصور القديمة حتى المعاصرة. ويناقش السؤال حول إمكانية اعتبار الأحزاب السياسية جزءً من المجتمع المدني أم لا؟ كذلك يبحث الكتاب في التمييز بين المجتمع المدني من جهة، و كل من المجتمع السياسي والمجتمع الأهلي والمجتمع المهني من ناحية أخرى. يركـز الكتاب بدرجة أكبر على التطور التاريخي للمفهوم خاصة في ما يلي المنطلقات الفلسفية والأفكار المؤسسة للمفهوم. ويحاول تفسير علاقة الحركات الاجتماعية بالمجتمع المدني بفرضية العلاقة العضوية بينهما. حيث يرى أن الحركة الاجتماعية هي وليدة الحراك الفكري والثقافي والاجتماعي الموجود في المجتمع المدني، وفي الوقت ذاته يصب كسبها في صالح المجتمع المدني. كما يناقش وظيفة ودور المجتمع المدني في بناء الديمقراطية في الوطن العربي. كما يفحص واقع المجتمع المدني في الوطن العربي من خلال النظر في المتغيرات الجديدة مثل الإعلام الإلكتروني/الفضائي المعاصر، والعولمـة وثورات الربيع العربي. ويرى الكتاب أن الهلامية التي يأخذها البعض على المفهوم لها بعد إيجابي، يكتسب بها مرونة مهمة؛ لأن المفهوم يرتبط بالمجتمع الذي يتصف بالديناميكية والتغير المستمر وفي تجدد ظاهراته. وبالتالي فإن شمولية المفهوم تستوعب هذه الديناميكية. ويقترح الكتاب استخدام مصطلحين في إطار مفهوم المجتمع المدني هما: "المجتمع المدني الحديث" و"المجتمع المدني التقليدي" لمعالجة مشكلة الالتباس التي تنتج من استخدام مصطلح "المجتمع الأهلي". ويتناول الكتاب معوقات دور المجتمع "الأهلي" في بناء الديمقراطية في الوطن العربي. ويرى الكتاب أن منظمات المجتمع المدني أصبح يُنظر لها باعتبارها مؤسسات بانية للديمقراطية democracy-building institutions، وتقترح هذه الدراسة أن يحاول المجتمع المدني العربي إعادة بناء نفسه متكيفاً بمرونة عالية مع بيئة لا تتوافر فيها الديمقراطية الكاملة – ومعدومة في بعض أجزائه - وذلك من خلال أدوات فاعلة مثل التعليم والإعلام. وترى الدراسة أن لمنظمات المجتمع المدني دور فاعل في حركة المجتمع بصورة عامه وفي التغيير وفي الثورات بحكم أنها تضم الطبقة المستنيرة وطبقة الانتجلنتسيا (intelligentsia) وقادة الفكر والرأي والإعلام. وتركز الدراسة على دور الإعلام في بناء مجتمع مدني متماسك وقوي وواعِ ينتج قياداة واعية تعمل على التأسيس لتحول ديمقراطي حقيقي وحكم رشيد.

This book discusses a hypothesis that "building sustainable democracy in the Arab World depends largely on building a coherent, conscious and solid civil society". Through a historical and descriptive approach, the book reviews the origins of the concept since ancient past until the present time. It discusses a question: whether is it acceptable to consider political parties as civil society organizations or not? In addition, the book tries to distinguish between 'civil society', 'Political society', 'professional society', and the local or 'communal/traditional' society ('Al-Ahli' – in Arabic). The book examines the historical development of the concept with respect to its philosophical origins and the founding ideas that produced it.
The book also tries to explain the relationship between the civil societies and 'social movements' presuming that there is an organic relation between the two. It notes that the social movements are offshoot of the ideational and socio-cultural activism geared by the civil society. At the same time, the gains of the social movements' mobility benefit the civil society organizations. Furthermore, the book discusses the role of the civil society in building democracy in the Arab World. It examines the state of the civil society in the Arab countries by inspecting the new changes such as the current electronic media, globalization and the Revolutions of the Arab Spring. The book maintains that being inaccurate or gelatinous, is not a defect of the concept of civil society but rather makes it flexible and dynamic to cope with the changing societal conditions or correspond with the fluctuations in the socio-political realities. The book holds that the civil society organizations today are deemed as a part of the 'democracy-building institutions'. It suggests that the civil society in the Arab World should start rebuilding itself with the utmost flexibility that enables it to adapt to the unfavorable environment in which it is embedded (i.e., lack of democracy) by utilizing such tools as the media and education. The book stresses the importance of the civil society as it embraces the intelligentsia, opinion leaders and the media, which constitute the spearhead for building a coherent, conscious and sold civil society that can pave the way for a real democratic change and good governance.
