ادرك المجتمع الدولي أهمية التصدي للمخاطر الدولية الناجمة عن الكوارث والويلات التي أنتجها النزاعات المسلحة، واصبح أمام المجتمع الدولي الكثير من التحديات الدولية التي بدأت بالظهور جراء التغييرات المناخية والتحديات الاقتصادية والمالية ووجود مخاطر ناجمة عن احتمالات اندلاع الصراع المسلح داخل إقليم دولة معينة أو بين دوليتين، حيث أن هذه التحديات لا يمكن أن يتم مواجهتها بشكل فردي أو بتعامل اني من دون تخطيط مسبق ومن دون أن تكون هناك آليات للرصد والتأهب، ومن هنا بدأ المجتمع الدولي يتحسس مدى أهمية هذا الإجراء وينظر إلى اعتماد نظام الإنذار المبكر باعتباره ضرورة جوهرية والتزام دولي لا يمكن التخلي عنه أو تجاهله باي شكل من الأشكال، وأخذت منظمة الأرصاد الجوية العالمية تحتل حيز مهم من أنشطة وبرامج الإنذار المبكر وتمكنت تلك المنظمة ومن خلال مسيرة العمل المستمرة لها وتجاربها العملية في عدد كبير من الدول من أن تطور وتفعل منظومات للإنذار المبكر من مخاطر الكوارث، وجعلها اكثر فاعلية واكثر كفاءة لمواجهة الأزمات المختلفة والتحديات، ونجحت تلك المنظمة في أن تقود الجهود الدولية الرامية إلى التنبؤ بالكوارث والتقليل من مخاطرها وان تضع العديد من القواعد والإجراءات المناسبة بهذا الخصوص وان تبني الكثير من الشراكات مع منظمات دولية حكومية وبرامج أممية وهيئات ومنظمات غير حكومية وفاعلين محليين، حتى أن الأمم المتحدة أخذت تشيد وفي مختلف المناسبات بالدور المهم والريادي لمنظمة الأرصاد الجوية العالمية في مجال وضع استراتيجية دولية لتفعيل تطبيق أنظمة الإنذار المبكر في مواجهة الكوارث والمخاطر والأزمات الطبيعية والبشرية.

The international community only realized its importance to the international risks arising from the disasters and calamities it produced, and the international community now has many international challenges that have begun to appear because of climate change, economic and financial challenges, and the presence of the possibility of the outbreak of conflict. We have been witnessing for more than one country or between two countries, as the These challenges cannot be faced individually or in an instantaneous manner without prior planning and without there being a record of monitoring and design. Hence, the international community began to feel the importance of this measure and is considering adopting an early warning system unless it is essential and Orléan’s commitment cannot be implemented. Or ignore it in any way. The World Meteorological Organization began to occupy an important space in early warning activities and programs, and through its continuous work process and practical experiences in a large number of countries, that organization was able to develop and activate early warning systems for disaster risks, and make them more effective and more efficient to confront various crises and challenges. This organization has succeeded in leading international efforts aimed at predicting disasters and reducing their risks, establishing many appropriate rules and procedures in this regard, and building many partnerships with international governmental organizations, international programs, non-governmental bodies and organizations, and local actors. The United Nations has even begun to praise, on various occasions, the important and pioneering role of the World Meteorological Organization in developing an international strategy to activate the application of early warning systems in the face of natural and human disasters, risks and crises.
