كانت جهود السلاطين العثمانيين فيما يتعلق بالتنظيمات القضائية تهدف الى اعادة تشكيلها على اساس هرمي يتربع في قمته شيخ الاسلام، وقاضيا العسكر في الروميلي والاناضول، ويليهم في الدرجة الثانية الملالي الكبار الذين يشغلون وظيفة قاضي القضاة في العاصمة استانبول وفي الحرمين الشريفين(مكة والمدينة) والمراكز الكبرى ومنها بغداد التي تضم ايضا قضاة السناجق التابعين لها ومنها سنجق الحلة.
