ارتبط مفهوم البنية التحتية في اغلب الدول النامية بالدولة بانها ال ا رعي الاول لتقديم
الخدمات لمواطنيها من خلال الانفاق العام الاستثماري الذي يمول من خلال موازناتها الاتحادية، وذلك
لأن هذه المشروعات تحتاج الى مبالغ ضخمة قد لا يستطيع القطاع الخاص الولوج فيها او تمويلها
بمفردة من جهة، وقلة العائد المتحصل وطول فترة الانشاء من جهة اخرى ، ولذلك سوف يتم عرض
بعض السيناريوهات التي من شانها ان تسهم في تطوير البنية التحتية في الع ا رق، فضلاً عن طرق
التمويل المقترحة والتي تتلاءم مع الظروف الاقتصادية والسياسية والامنية في الع ا رق ولذلك فان الامر
يتطلب استحداث طرق جديدة لم تستخدم في الع ا رق سابقاً لغرض التمويل وهذا ما سوف يتم تناوله في
Abstract
Infrastructure concept in most developing countries is tied with the
notion that is represent the first patron to present services to citizens through
general expenditure investment which is financed by the federal budgets . On
account of the huge costs of these projects that private sector cannot finances
them alone and of the little returns and the long construction period , the
researcher displays some scenario which can contributes in developing
infrastructure in Iraq , in addition to some suggested ways that are suitable
with economic , political and security circumstances in Iraq . Furthermore ,
the research seeks to find new ways to finance this sector
