Abstract
يتصدى البحث إلى محاولات الدولة العثمانية لإصلاح مؤسسات الدولة ، أبان ظهور بوادر إنهيارها منذ القرن الثامن عشر ، مبيناً العوامل الداخلية والخارجية التي أسهمت في ذلك ، ولاسيما المتمثلة بأطماع الدول الأوربية في ممتلكات الدولة العثمانية ( البلقان )، ما أدى إلى أن تكون محط صراع طويل بين روسيا وبريطانيا وفرنسا ، ومن ثم ظهور مصطلح ( المسألة الشرقية The Eastern Question ).
Abstract
The research deals with the attempts of the Ottoman Empire to reform the institutions of the state, with the emergence of signs of collapse since the eighteenth century, showing the internal and external factors that contributed to this, especially the European ambitions of the Ottoman Empire (Balkans) Britain and France, and then the emergence of the term Eastern Question"."
