تحتل السياسة المالية مكانة هامة بين مجموع السياسات المكونة للسياسة الاقتصادية كالسياسة النقدية والائتمانية وسياسة سعر الصرف، لأنها تستطيع ان تحقق الاهداف التي يسعى اليها الاقتصاد الوطني معتمدة في ذلك على ادواتها المتعددة التي تستطيع ان تكيفها حتى تؤثر في كافة الجوانب الاقتصادية والاجتماعية للمجتمع. فهي أداة رئيسية من ادوات السياسة الاقتصادية في توجيه المسار الاقتصادي، ومعالجة ما يتعرض له من أزمات ومشاكل اقتصادية.
ولعل ابرز المشاكل التي تعاني منها اقتصاديات دول العالم هي ظاهرة التضخم التي تولد آثاراً سلبية تتمثل بفقدان الاستقرار الاقتصادي وتدهور في مستويات المعيشة.
لذلك يظهر جلياً دراسة ظاهرة التضخم وكيفية معالجتها باستخدام ادوات السياسة المالية مع التركيز على الاقتصاد العراقي.

Fiscal policy occupies an important place between the sum of the policies of the economic policy of monetary and credit such as policy and exchange rate policy, because they can achieve the goals sought by the national economy relying on multiple organs which can adapt even affect all economic and social aspects of society. They are a key tool of economic policy tools to guide the economic track, and to address the suffering of economic crises and problems.
Perhaps the most important problems of the world economies are inflation phenomenon that generates a negative impact is the loss of economic stability and a deterioration in living standards.
So evident study the phenomenon of inflation and how to address them using the instruments of fiscal policy with a focus on the Iraqi economy.
