يسعى هذا البحث إلى تفكيك وتحليل وفهم الدور الديبلوماسي الموازي للمؤسسة الجامعية المغربية في الترافع عن قضية الصحراء على الساحة الدولية، انطلاقا من استثمار خلاصات ونتائج الأبحاث و الدراسات الأكاديمية، خصوصا تلك التي بحثت في قراءة وفحص الوثائق التاريخية، وكشفت اللبس الحاصل في ضبط وتوظيف المفاهيم المستعملة، مع محاولة إعادة تصحيحها، والتي قدمت فهما منطقيا وواقعيا لنصوص القانون الدولي بناء على المعايير والقواعد الانسانية والأخلاقية، وتماشيا مع أهداف المعاهدات والمواثيق الدولية.
خلص البحث إلى أن الجامعة المغربية تمكنت، من خلال ما راكمته من تجارب وأبحاث ود راسات من تخصصات متنوعة: تاريخية، سياسية، جغرافية، اجتماعية وقانونية، من التصدي للمغالطات والأوهام الزائفة حول قضية الصحراء، ودحضت أفكار وممارسات الفاعلين المؤثرين في مجريات الأحداث على الساحة الدولية، و استطاعت حشدت تضامن المجتمع المدني الدولي، فتمكنت من آليات الضغط على الهيئات والمنظمات العالمية لاتخاذ مواقف منصفة وعادلة.
Abstract
This research aims to deconstruct and analyse the parallel diplomatic role of the Moroccan
University Institution in advocating for the Sahara issue on the international stage. It builds upon the
insights and findings of academic research and studies, particularly those that have examined and
scrutinized historical documents, revealing ambiguities in the formulation and utilization of
employed concepts. The research attempts to rectify these issues and provide a logical and realistic
understanding of international law texts based on humanitarian and ethical standards, in line with
the objectives of treaties and international conventions.
The research concluded that the Moroccan University has successfully, through its accumulated
experiences, research, and studies from various disciplines including history, politics, geography,
sociology, and law, been able to challenge false illusions and misconceptions surrounding the
Sahara issue. It has debunked ideas and practices propagated by influential actors in international
affairs, mobilized international civil society solidarity, and exerted pressure on global bodies and
organizations to adopt fair and just positions.
