الرسالة هي عبارة عن دراسة متخصصة في علم الإجتماع حيث تناول ظاهرة خطيرة متواجدة بالإدارات العمومية جائت كنتيجة لتغير الإجتماعي الحادث على مستوى المجتمع الجزائري ومجتمع الإدارات العمومية بالخصوص، وهي ظاهرة الإنحراف االإداري للمواظف العمومي. وهي دراسة ميدانية تطرقت إلى مظاهر الإنحراف والعوامل الإجتماعية والإدارية المؤثرة فيه، فتوصلت إلى نتيجة مفاده أنه هناك إتجاه عام من طرف مسيري الإدارات العمومية بشيوع الإنحراف الإداري في الإدارات العمومية لاسيما الإنحرافات السلوكية والتنظيمية التي ترجع بدورها إلى عاملين رئيسيين هما العامل الإجتماعي وعامل إداري
Abstract
The thesis is a specialized study in sociology which dealt with a serious phenomenon found in the public administrations, which came as a result of the social change occurring at the level of Algerian society and the community of public administrations in particular, the phenomenon of administrative deviation of public employees. The study concluded that there is a general tendency by public administration officials to introduce administrative deviation in public administrations, especially behavioral and organizational deviations, which in turn are attributed to two main factors: the social worker and the administrative agent
