تهدف هذه الدراسة إلى تسليط الضوء على الاستقلالية المالية للبلدية والجماعات المحلية في ظل تزايد المهام وتراجع ونقص مواردها المالية للقيام بالأنشطة ذات الأولوية والمحددة في برامج العمل الوطنية ولتحقيق التنمية المستدامة بصفة عامة، حيث تعاني البلدية من زيادة الأعباء المالية الواقعة عليها مع انخفاض إيرادات المالية العامة بالإضافة إلى تراجع حصيلة الضرائب، وتناقض بين صلاحياتها واستقلاليتها كشخصية معنوية واستقلالها المالي، مما أفرز الكثير من المشاكل وعدم فاعلية الجماعات المحلية والديون المتزايدة عليها وحاجتها للتمويل وتوفير الاحتياجات الضرورية للتنمية المحلية، فاللامركزية لم يترتب عليها استقلال مالي، مما جعل الجماعات المحلية في حاجة دائمة وتعدم بشكل كبير على الموارد المالية التي تنشأ من التحويلات الحكومية للسلطة المركزية.
Abstract
This study aims to highlight the financial autonomy of local authorities, with since their tasks had increased and lack of financial resources for carrying out priority activities identified in the national action programes (NAPs), and for achieving sustainable development in general, where The municipality suffer from the fiscal burdens have grown and reduced the fiscal revenues available in tandem with the contraction of tax bases, and inconsistencies between the financial authorities and an independent administrative authority having legal personality and financial autonomy, And this created a lot of problems and ineffectiveness of the local authorities and the debt overhang, and the need for their funding and develop national capacity to meet of the Sustainable Development needs
And decentralization has not been followed by fiscal autonomy, meaning that local authorities remain relatively deprived of financial resources and dependent on resources originating from governmental transfers.
