أصبحت مشكلة البطالة مشكلة حيوية تواجه الاقتصاديات النامية ومنها الاقتصاد العراقي عامة والاقتصاد البصري بصورة خاصة وبالتالي تهدد الأمن والاستقرار الاقتصادي والسياسي،مما جعل قضية التشغيل من القضايا التي تتحدى صانعي السياسات الاقتصادية في العراق و أصبحت زيادة معدلات البطالة من السمات الرئيسة التي يعاني منها الاقتصاد في كل قطاعاته .
و أن مشكلة البطالة في محافظة البصرة شأنها في ذلك شأن العراق ومن اجل تحديد الأسباب التي أسهمت في تفاقم مشكلة البطالة تطرقت الدراسة إلى تحليل اتجاهات البطالة في محافظة البصرة للمدة (2003-2011),و خلصت إلى أن الأداء الاقتصادي المتراجع و نمط النمو المعتمد على استغلال النفط بالإضافة إلى مجموعة أخرى من العوامل تعد من الأسباب المهمة في تزايد أعداد العاطلين عن العمل
Abstract
The unemployment become vitality problem face the development economies and one of them Iraqi a economics and menace it`s security and it`s economics stability and political of what made the employment suite one of the suites which challenge the economics policy maker in Iraq and consider the tumble employment rate one of the main characteristics which suffers of it the different pectorals in the labor market .since the Eighteenth middle from the last century begin the concerns by find enough sufficient opportunity and continual for increasing numbers from power acts In order to restricted the reasons which contribute in aggravation the employment problem . Also the study to touch on to some of characterististic Iraq labor market and have supported to analysis yearly data about the employment rate for more then two decades from Basra (2003-2011) . And arrive the study to stumble the economics performance is consider main reason in increasing the number of employment
