Abstract
أن التقلبات في أسعار النفط العالمية أدى إلى حدوث أزمات وأخطار مختلفة على أقتصادات الدول المنتجة للنفط ومنها العراق الذي يعتمد على إنتاج وتصدير النفط الخام في تمويل الموازنة العامة وبالتالي تأثرها بالتقلبات بالأسعار العالمية للنفط ، وهذا يتطلب تعزيز الميزانية بموازنة تكميلية لسد العجز الحاصل فيها والتي غالباً ما تكون مبالغ كبيرة مما يجعل عملية تفعيل مصادر الدخل الغير نفطية ضرورة إستراتيجية. ومن خلال البحث تم التوصل إلى استنتاجات عديدة كان من أهمها أن تقلبات أسعار النفط خلال المدة (2003-2016) أثرت كثيرا على الموازنات العامة في العراق، وأفرزت تداعيات خطيرة شكلت تحديات حقيقية أمام الموازنة تمثلت بشكل فائض أو عجز في الموازنة.
Abstract
The impact of fluctuations in world oil prices in oil revenues in the economy Iraq for the period(2003-2016)
That fluctuations in global oil prices have led to various crises and dangers on the economies of oil-producing countries, including Iraq, which depends on the production and export of crude oil in the financing of the general budget and therefore affected by fluctuations in world oil prices, and this requires strengthening the budget with a supplementary budget to meet the deficit, Large sums making the process of activation of sources of non-oil income a strategic necessity. The results of the research have been reached many of which were the most important that the fluctuation of oil prices during the period (2003-2016) significantly affected the budgets of public in Iraq, and produced serious repercussions that posed real challenges to the budget was a surplus or deficit in the budget.
